The ideal candidate will hold a NERC certification at the Reliability Coordinator level and have at least 2 years experience as a Balancing Authority System Operator. Experience on Telegyr or GE Scada/EMS systems is ideal.
POSITION PURPOSE:
This is a NERC Certified System Operator, 7x24 position, that is responsible for coordination of generation and transmission resources for the TVA footprint. Has the responsibility and authority to take whatever actions are needed, including directing firm load shedding, to ensure the reliable operation of the Bulk Electric System. This position is responsible for real-time/short-term balancing/coordination of TVA generation and transmission resources to ensure a reliable and economic delivery of electrical energy to the bulk electric system. Provides direction to and has functional authority over Transmission Operators(TOp), Generator Operators (GO) and Transmission & Interchange System Operators (TISO).

PRINCIPAL ACCOUNTABILITIES:
Responsible for complying with the North American Electric Reliability Council (NERC) Operating Standards. Has the responsibility and authority to take whatever actions are needed, including directing firm load shedding, to ensure the reliable operation of the Bulk Electric System. This authority includes any necessary rebalancing to return CPS and DCS to compliance as well as any other actions needed to meet NERC Standards. These actions may be taken without prior management approval.
Manages and responds to TVA system emergencies and unexpected generator trips or sudden load changes to maintain a continuous supply of electrical energy for the bulk electric system. Coordinates fuel supply for emergency operation.
Controls TVA electrical generation and contracted capacity and energy. Based on weather forecasts economic cost, and risk analysis, continually changes the mix of nuclear, fossil, hydro, and combustion turbine generation to meet customer load requirements.
Initiates execution, and evaluates results of computer models used as guidance to ensure that generation is dispatched reliably and economically. Utilize modeling tools for unit commitment and optimization of TVA footprint resources and market participant schedules. Resolve scheduling and security issues with generators, IPPs, reliability coordinator, balancing area and transmission operations to maintain interconnection reliability.
Maintains communications with all generating plants and bulk market interchange and directs changes in generation and bilateral market imports as needed.
Authority to take whatever action deemed appropriate in accordance with policy and make decisions necessary to maintain integrity of the bulk electric system. Provides direction to and has functional authority over Transmission Operators(TOp), Generator Operators (GO) and Transmission & Interchange System Operators (TISO).
Is responsible for the functions of the BA System Operator. Mentor and train entry- and journey-level System Operators in the more difficult and advanced thought processes needed to anticipate problems, develop most economical options, and optimize system operation
Determines the amount of surplus generation available for sale to other utilities and communicates amount to Power Marketing merchants. Maintains generation reserves required by North American Electric Reliability Council (NERC).
Participate in industry organizations and committees, such as NERC and SERC, as assigned, to assure TVA input into compliance standards and regulations, stay current with industry trends and developments, and needs for new tools, techniques, and processes.
Validate and provide Real Time Pricing (RTP) cost feeds for distributor and direct serve interruptible customers. Responsible for initiation of interruptible customer curtailment to meet compliance standards.
Monitors, records, and verifies power flow on TVA transmission lines that directly interconnect with other power companies.
Monitor real-time systems such as EMS and TES to insure balanced schedules, perform midnight metering checkout, and is responsible for validity and completeness of the Daily Operation Data Store (ODS) reports.
Agency liaison between TVA owned assets and IPPs with authority for approval of forced, planned, and maintenance activities and de-rates. Responsible for oversight and tracking of the IPP generation within the TVA Control area including verification of schedules, monitor actuals, direct adjustments, communications with customers and billing department on imbalance/penalties.
MINIMUM REQUIREMENTS:
Education. – B.S. Degree in Electrical Engineering or equivalent education, training and experience.
Experience. Must have several years experience in operations such as a Balancing Authority System Operator, Power System Specialist, Transmission System Operator, Power System engineer/ analytics, Plant operations, or a combination of those is required. Must have several years experience in electrical theory applicable to large power transmission system, generators, breakers, relaying, and communications equipment.
Certification/License, etc— Must hold the NERC certification(reliability examination)and be NERC-certified as specified by NERC. Must maintain the appropriate certification as a condition of employment. Operating experience as generating plant operator or transmission system dispatcher is preferred. Must be able to obtain and maintain Fitness For Duty program Integrity Clearance
Knowledge/Skills/Abilities A comprehensive knowledge of system modeling for economic dispatch, grid planning and grid reliability. A thorough understanding of the contracts, agreements and tariffs between TVA and its distributor customers. A broad knowledge of generating characteristics, security constrained dispatch, transmission system, coal and liquid fuel supply and broad marketing activities. Thorough knowledge of electrical theory applicable to power transmission systems. Detailed knowledge of generators, transformers, power circuit breakers, relaying and communications equipment. Must have knowledge and demonstrated ability to assess and implement operating procedures to ensure the system remains in a stable and safe operating condition. Demonstrated leadership skills, including strong negotiation and interpersonal relationship skills. Must be highly motivated self starter and have excellent team building skills. Good oral and written communication skills. Must have good computer skills. Be able to work rotating shifts. Candidate may be required to obtain and maintain a security clearance based on position / access requirements and essential job functions.
