V.I. Housing Finance Authority CDBG-DR Project Manager in Charlotte Amalie, Virgin Islands

DESCRIPTION CDBG-DR Project Manager is crucial in providing analytical project management support and reporting on CDBG-DR projects. This role is instrumental in ensuring timely and compliant results, working diligently behind the scenes to enhance and optimize analytics and reporting tools. The CDBG-DR Project Manager manages the Subrecipient's key performance indicators and performance measures, driving critical program decisions. This is achieved through the analysis of metrics and coordination of problem analyses, which enables effective compliance with project execution and performance. The CDBG-DR Project Manager operates under the supervision of the CDBGDR Programs Administrator. This position is Territorial. ESSENTIAL FUNCTIONS: - Ensure disaster recovery projects are completed following CDBG-DR requirements and regulations. - Monitoring project progress against schedule budgets, reporting on barriers, and identifying risk mitigation strategies. This collaborative approach is critical to successfully executing projects and requires working closely with various teams and stakeholders. - Provide technical assistance to program participants on CDBG disaster or other special programs and policies, program regulations, and reporting/documentation requirements. - Participate in Subrecipient check-ins to monitor performance, ensure performance indicators and measures are completed following SRA, take note of barriers, and identify needs for technical assistance. - Partners within and across Teams to provide Project oversight, ensure deliverables, identify project bottlenecks, and collaborate on the development of Process Improvement - Expected to understand all applicable program policies, requirements, procedures, and guidelines, including staying updated with the regulatory and statutory compliance requirements of Programs/Projects. - Review Subrecipients' monthly and quarterly progress reports to track project progress and mitigate bottlenecks. Assist with the development and review of sub-recipient and project agreements. - Review Subrecipients' eligible vendor payment and reimbursement requests to ensure timely expenditure. - Assists supervisor in designing, implementing, and managing CDBG disaster or other special programs. - Monitors program financial and administrative performance and compliance. - Manages and processes project documentation via internal and external document management systems for approval and review by the Department Director and/or supervisor. - Coordinates program reporting and compliance activities with other team members. - Performs other related duties and responsibilities as assigned. EDUCATION, EXPERIENCE, AND SKILLS REQUIRED: Education:Bachelor's Degree from an accredited college or university in Business Administration, Urban Planning, Public Administration, or a related field. A Master's Degree from an accredited college or university in Business Administration, urban planning, Public Administration, or a related field is desirable. A Project Management Certification is advantageous. Experience:2-4 years of education and successful experience directly relevant to the position's requirements, including experience in disaster recovery programs, grant administration in affordable housing, economic development, and/or community development. Experience related to the project's specialization is desired. Knowledge, Skills and Abilities: Thorough knowledge of accounting and auditing theory and process; Thorough understanding of accounting and operating systems and controls; Ability to analyze financial records and reports to assure compliance with policies and procedures, and rules and regulations; Ability to prepare complex reports; Ability to express clearly and articulately in oral and written communication; Ability to plan, organize and meet deadlines; Ability to work independently; Ability to plan, manage nd control comprehensive internal audit services; Ability to analyze, interpret and apply state laws, federal compliance requirements and local regulations and policies; Ability to analyze, interpret and apply laws, codes, rules, policies and court decisions affecting the Authority; Willingness to be a team player and to be flexible; Computer literate to include Microsoft Word, Excel and Outlook; Ability to work harmoniously with other agency personnel; Ability to maintain confidentiality in all assignments; and a Valid Drivers License. SALARY $70,000 - $90,000per annum, depending upon qualifications. CDBG-DR grant-funded position.
