Key Responsibilities:

  • Assists the Government in developing Launch Vehicle interface requirements and defining acceptable evidence and associated verification plans

  • Assists the Government in developing launch base facility, transportation, safety, and communications requirements and associated verification plans

  • Represents Program Office equities and participates in technical meetings and working groups with the satellite developer, the launch provider, and launch base personnel

  • Represents the Government customer for all launch related issues and participates in launch rehearsals

  • Provides on-site launch base support once the satellite arrives; serves as the Payload Processing Facility interface to the Program Office

  • Supports the Program Office during Launch and Initialization (L&I) activities

  • Evaluates all new entrant Launch Vehicles for applicability to the SPO’s mission

  • Develops and maintains briefings and data submittals in support of OSL equities

  • Drafts and reviews documentation concerning Launch Enterprise Portfolio and OSL Corporate Governance

  • Develops agreements with external agencies or mission partners

  • Develops, reviews and coordinates lower tier OSL portfolio management plans, baselines, and associated documentation, including Launch Vehicle (LV) Acquisition, non-LV Services Acquisition, and Launch Information Management portfolios.

  • Develops technical acquisition documentation described in NRO Acquisition

Management policy and instructions.

  • Provides leadership, develops documentation, and provides programmatic support in areas such as program/project planning, mission readiness, milestone preparation, execution, performance monitoring, and risk assessment and management.

  • Maintains knowledge of OSL processes and tools used to manage requirements and their implementation, including launch communications and infrastructure roadmaps

  • Assesses impacts of Headquarters, or External agencies policy, procedures, and reporting changes

  • Develops schedules, manifests, and mission models, including multiple scenarios, impacts, and alternatives

  • Provides Modeling and Simulation support including developing both technical and programmatic scenarios and associated data inputs and analysis

  • Supports planning, integration, and acquisition for critical space launch support systems including systems-wide analysis with respect to sustainment, reliability, maintainability and availability

  • Assesses impacts ranging from broad programmatic concepts to specialized mission requirements

Work Environment:

  • Location: Hybrid

  • Travel Requirements: Moderate (25% of the time)

  • Working Hours: Standard

Qualifications:

Required:

  • Bachelor’s degree in Physics, Engineering, Math, or related technical discipline with 10 or more years of experience

  • TS/SCI with polygraph

  • Excellent interpersonal, leadership, programmatic, and problem-solving skills

  • Familiarity with new entrant Launch Vehicles including ULA, SpaceX, Blue Origin, Firefly, and others to include understanding their performance capabilities, launch environments, and processing facilities

  • Understanding of payload transportation requirements and current US Government capabilities

  • Strong briefing and writing skills

Desired:

  • Master’s degree with over 12 years or more of experience in space systems (operations, acquisition, program management, integration, test, and evaluation

  • Demonstrated ability to be effective in a fast-paced, dynamic, and energetic environment

  • Ability to work autonomously with little oversight
