Position Description

Location: Queen Anne's County, Maryland

JOB SUMMARY

This position supervises the operation and maintenance of the water supply and distribution components of the Queen Annes County Sanitary District to ensure the delivery of safe, potable water to customers in compliance with applicable state and federal requirements and regulations by performing the following essential functions.

ESSENTIAL FUNCTIONS

Provides cordial, responsive, and accurate customer service and responds to customer complaints.

Recommends and assists in the development of procedures related to the operation of the Districts water treatment plants, distribution systems and processes.

Supervises operation of and operates the Districts water treatment plants and distribution system.

Assists in preparation of annual operating budget.

Reviews required reports and log entries.

Completes reports required by regulatory agencies.

Monitors the Districts water treatment plant operations and makes required process adjustments.

Supervises required preventive maintenance on components of the Districts water treatment systems and equipment.

Insures that required repairs to components of the Districts water treatment systems and equipment are made.

Orders required chemicals and other supplies as necessary.

Deals with vendors and contractors to obtain supplies, materials, and specialized work.

Responds to emergency problems as required.

Performs other duties as assigned.

SUPERVISORY RESPONSIBILITIES

Carries out supervisory responsibilities in accordance with the Countys policies and applicable laws; responsibilities may include interviewing, recommending, and selecting candidates for employment; training employees; planning, assigning, and directing work; appraising employee performance; counseling, rewarding and disciplines employees; investigating employee grievances; approving and mediating disciplinary action; and addressing and resolving complaints.

KNOWLEDGE, SKILLS, AND ABILITIES

LANGUAGE SKILLS

Conversant with the English language.Ability to read and comprehend detailed written instructions and procedures, operational manuals, and memoranda.Ability to write and review written reports and required logs.Ability to courteously and effectively present information in one-on-one situations to customers and employees and to small groups.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as proportions, percentages, area, circumference, and volume.Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY

Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

CERTIFICATES, LICENSES, REGISTRATIONS

Possession of a permanent T4 and T5-Arsenic Water Treatment Operators Certificate, or the ability to pass the certification exams for the required T4 and T5 Certificates within 11 months; a Drinking Water Sampling Certificate, or the ability to pass the certification exam for the Drinking Water Sampling Certificate within 11 months; and Superintendent Certificate, or the ability to receive the Superintendent Certificate within two years after receiving the permanent T4 and T5-Arsenic Water Treatment Operators Certificate, all issued by the Maryland Department of the Environment. A Class B Commercial Drivers License (CDL) issued by the Maryland MVA (or equivalent) with those endorsements required by the District, or the ability to acquire a CDL license within 180 days after employment to this position.

NIMS TRAINING

The following National Incident Management System (NIMS) Training is required within the first year of employment:

EDUCATION AND EXPERIENCE

A High School diploma or a GED and six (6) or more years experience in the operation of water treatment plants and/or tra ning; or an equivalent combination of education and experience.Previous supervisory experience is preferred.

PHYSICAL DEMANDS

Regularly required to talk or hear.The employee frequently is required to stand; use hands to finger, handle, or feel objects, tools, or controls; climb or balance; and stoop, kneel, crouch, or crawl.The employee is occasionally required to walk, sit, reach with hands and arms, and taste or smell.

The employee must frequently lift and/or move up to 50 pounds and occasionally lift and/or move more than 100 pounds.Specific vision abilities required by this job include close vision, color vision, depth perception, and the ability to adjust focus.

Reasonable accommodations may be made for some of these physical demands for otherwise qualified individuals who require and request such accommodation.

May be required to don and operate Self Contained Breathing Apparatus which will require passing an annual physical and fit testing.

WORK ENVIRONMENT

Regularly works near moving mechanical parts and is regularly exposed to toxic or caustic chemicals.The employee frequently works in outside weather conditions and is frequently exposed to wet and/or humid conditions, risk of electrical shock, and the risk of infection.Due to the nature of this position, outside work activities must routinely be performed under extremely adverse weather conditions.The employee occasionally works in high, precarious places.The noise level in the work environment is usually moderate, but, on occasion, may be loud. May be required to enter confined spaces.

COMMENTS

This position has been designated as an ESSENTIAL POSITION and may be required to report to or remain on duty when County offices are closed due to inclement weather or for other reasons.

An employee in this position may be required to work shift work, overtime, weekends, and holidays and/or remain on standby for a call back to work.

Employees must conform to applicable policies and safety rules.

This position is one within the Queen Annes County Civil Service System.An employee must serve a period of twelve months probation during which he or she may be terminated without notice, cause, hearing or right of appeal.
