POSITION SUMMARY:

The Project Controls Cost Specialist will be responsible for providing cost engineering/analyst services for projects being managed within the Engineering Department. This role is to support large projects/programs and major projects ($25MM - $500MM) which consist of major revamps, new units, and other refinery project enhancements. The successful candidate is preferred to have specialized experience in Project Controls during Engineering phases FEL 1, 2, and 3 for major and mega projects.

The candidate is an active project team member providing key input and analysis to project management to facilitate timely decision making. He or she manages changes to the project forecast and budget, and constantly interfaces with Engineering, Maintenance, Accounting, and Project Team personnel.

The actual position title and pay grade will be based on the selected candidate’s experience and qualifications.

KEY RESPONSIBILITIES:

  • Work with the project team in the development of the plan of the plan, establishing the WBS.

  • Work with outside engineering firms to ensure project cost control expectations and deliverables are met via facilitating project controls workshops and participating in project meetings.

  • Review cost estimates for projects and develop the control budget. Ensure the construction control budget and cash flow are aligned with schedule and cost estimate at project sanctioning.

  • Ensure construction control estimates are aligned with the definition phase budget used for sanctioning prior to commencing execution.

  • Work with the Project Manager to establish planned cash flow and realistic forecasts of the overall project cost and schedule.

  • Report cost forecast monthly to local Engineering Leadership alongside Project Manager.

  • Monitor and report project costs and perform analysis regarding deviations from the definition phase or control budget.

  • Perform project set up and management of work orders and forecasts in Marathon’s Integrated Project System (IPS).

  • Review budget proposals for accuracy in cost and schedule.

  • Support Project Manager in budget planning for applicable projects including cash flow and schedule deliverables and alignment.

  • Manage project contingency and drawdown.

  • Calculate monthly accruals and communicate to accounting department.

  • Work closely with Supply Chain for major equipment progress payment status and accruals.

  • Facilitate and participate in risk assessments, peer reviews, and audits, as necessary.

  • Facilitate and lead the development and review of the monthly project status report (PSR) and report out to corporate Refining Project Management team.

  • Evaluate project risks and communicate cost and/or schedule exposure to project management.

  • Provide project cost and schedule information in IPA format if project is being submitted for benchmarking.

  • Analyze schedule and recognize and report areas of concern or caution.

  • Facilitate the project closeout process.

  • Participate in Corporate Communities of Practice

  • Report out to Refinery and Corporate Leadership

  • Support overall Budget development

  • Supporting PC Roles and responsibilities for RSP-1903-000 Large Project Execution Requirements

  • Supporting PC Roles and responsibilities for RSP-1100-001 Turnarounds (TAR)

  • Supporting PC Roles and responsibilities for RSP-1110-001 Construction (CST)

  • Supporting PC Roles and responsibilities for RSP-1901-AFE requirements

EDUCATION AND EXPERIENCE:

  • A High School Diploma or GED is required.

  • Bachelor’s degree is preferred. Preferred majors in Construction/Project Management, Project Controls, Engineering, Business Administration, Finance, Accounting or equivalent combination of education, training, and experience.

  • Five years of experience in Project Management, Execution and Project Controls required. Seven or more years preferred.

  • Proven experience in project controls, project management, or related roles, with a focus, large-scale projects.

  • Excellent communication and people skills, with the ability to effectively engage with stakeholders at all levels.

  • Relevant experience with industrial EPC projects, specifically Front-End engineering. Experience during field implementation of Major EPC projects is a plus.

  • Proficient in Microsoft Office products – Excel, PowerPoint, Word, Outlook

  • Familiarity with SAP, P6, and/or Aspen software is a plus.

  • 30% travel may be required for project meetings during the engineering phases.
