Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPPLY TECHNICIAN (TITLE 32), Position Description Number D0849000 and is part of the FL RTI, National Guard. Responsibilities As an, Supply Technician, GS-2005-05/07, you will perform routine and nonroutine material coordination duties for special programs, maintenance, or production shops. Responsible for local management of decentralized and decontrolled items which requires technical intervention to assure effective supply support and economy. Items are less stable or standardized and do not lend themselves to routine control through the use of the computer and variable supply level formulas. Plans requirements, both quantitative and monetary, to satisfy customer needs. Authorize procurement and is responsible for funds management. Requirements Conditions of Employment Qualifications AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency Category 3: All current military members of the Florida National Guard; and Category 4: All individuals who qualify for membership in the Florida National Guard and are willing to become T32 Dual Status technicians. First consideration will be given to Category 1 PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. Military Grades - Enlisted: E3 thru E6 GENERAL EXPERIENCE: Must have experience, education, or training in a variety of operations or situations concerned with substance or content of supply actions, requiring ability to decide course of action to take, considering the circumstances or conditions encountered; experience with basic or commonly applied rules, procedures, or operations such as, filling out, posting, filing, controlling, or coding documents and/or transactions; experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS-05 Must have at least one year of specialized experiences at the GS-04 level or the equivalent which provides knowledge and/or experience equivalent to at least the next lower grade. Demonstrated knowledge of standardized supply regulations, policies, procedures, or other instructions relating to the specific functions assigned. Experience that demonstrates knowledge of one or more automated supply databases to enter and retrieve recurring reports. Experience using working knowledge of the structure of a supply organization and the organizations serviced. SPECIALIZED EXPERIENCE: GS-07 Must have at least one year of specialized experiences at the GS-05 level or the equivalent which provides knowledge and/or experience governing supply regulations, policies, procedures, and instructions applicable to the specific assignment; experience conducting searches for required information; reconstruct records for supply transactions; and/or provide supply operations support for activities involving specialized or unique supplies, equipment, and parts; experience performing various aspects of supply specialist work based on practical knowledge of standard procedures, where assignments include individual case problems related to segments in one or more major areas of supply management; experience which required person-to-person contacts to convey information and ability to compile reports, letters, memoranda; experience controlling supply stocks and accounting for equipment, cataloging, maintenance, and disposal procedures; experience with completing complex supply transactions; and/or providing supply operations support; experience coordinating with other organizations on complex and controversial supply issues; experience analyzing, developing, evaluating to improve supply programs, policies, procedures, techniques; experience with inventory management supply system; experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions. MULTIPLE LEVEL RECRUITMENT: This position is being advertised using multiple level recruitment to allow for consideration of applicants with the basic skills necessary to develop to the full journeyman level of the position. If a less than fully qualified applicant is selected, incumbent may be trained and developed until proficiency is gained to full journeyman level. If less than fully qualified individual is selected for this position, the position has potential to Grade07. STATEMENT OF DIFFERENCE: The purpose of this position is to provide on-the-job experience for the purpose of qualifying for the target grade level described in the position description. Work assignments are selected to provide training and experience in this occupation. The incumbent is required to obtain increased knowledge and skill in the duties of the position at the target grade level. Promotion to the full journeyman level position is not automatic with the completion of the time in grade requirements, but rather it is contingent upon the assignments and performance of full journeyman level duties on a regular and recurring basis.
