Quality Performance Improvement Consultant (Cambridge Public Health Commission d/b/a Cambridge Health Alliance; Cambridge, MA):
The Quality Performance Improvement Consultant collects, analyzes, and manages data, thereby facilitating performance improvement initiatives designed to meet contract quality metrics . In utilizing these skills, the Quality Performance Improvement Consultant facilitates improvement in patient care and operational processes, contributing to the sustainability of the Alliance. The Quality Performance Improvement Consultant supports, facilitates, and provides hands-on management providing comprehensive oversight of assigned strategic quality improvement initiatives; coordinating staff and colleagues across CHA to meet quality and performance improvement goals. This role will create, analyze, and validate worklists needed to support the CHA contract performance measures and work with leadership and staff to develop workflows to ensure improvement and compliance with continuous improvement, assisting with record abstraction for performance measurement submissions. Specific responsibilities include: Providing leadership, support, and coordination for the clinical improvement program. Planning additional performance improvement initiatives consistent with the CHA strategic plan, quality management strategy and other key business processes. Partnering with staff at all levels to develop a comprehensive process improvement and performance excellence system. Utilizing the performance improvement model tools (Gantt chart, Excel, Project management) data analysis, reliability, sustainability, and spread. Helping staff and leaders manage project start/end dates, timeliness of project deliverables, and expected reporting to appropriate committees. Troubleshooting to keep teams focused and moving to goal achievement and project completion. Assuring the integrity and accuracy of the data, reconciling claims data with contract performance and performance based on electronic medical record. Supporting and facilitating team-based process improvement strategies for strategically important priorities within the organization. Working with teams to support projects and action plans and timelines to ensure successful return on investment (ROI) and effectiveness. Monitoring, measuring and interpreting results. Utilizing accepted methodologies i.e. A3, PDSA (with rapid cycle tests of change), RCA, FMEA, Fishbone and other quality tools to improve PI efficiency and effectiveness. Ensuring CHA teams/service line leaders develop and implement actionable plans for targeted quality measures. Working directly with IT Systems to process analysis data and develop worklists for monitoring processes of improvement. Communicating with Electronic Health record system and other technology developers and users to enable technology to support sustained metric performance goals. Participating in departmental in-services, staff meetings, and relevant educational programs. Performing other related duties as assigned or directed.
Minimum Requirements: Master’s degree or equivalent in Healthcare Management, Industrial Engineering, or related field. Alternatively, will accept Bachelor’s degree or equivalent in Healthcare Management, Industrial Engineering, or related field plus 2 years of experience in a project management role.
Must have : Proven ability with contract quality metrics with improvement, process management skills in a health-related field as well as familiarity with medical record abstractions. Proven skills and success in change management. Highly developed interpersonal and professional skills to interact effectively with staff and management. Proven ability with assessment and goal-setting, project/time management, and problem-solving. Strong computer skills, including proficiency in spreadsheets/databases, including Access, Excel, PowerPoint, MS Word Intermediate, and Visio. Strong report writing skills to create, manage and interpret data and worklists to manage quality metrics. Strong verbal communication skills to relay day-to-day data issues to key stakeholders on performance based on data. Knowledge of contract quality metrics and performance interpretation. Demonstrated ability in PI concepts/processes/tools. Proven ability to work with statistical concepts and analysis. Proven ability with rapid cycle performance improvement. Proven ability to lead, coach and persuade others as needed to accomplish projects. Demonstrated ability and effective organizational skills to coordinate and manage projects
