Opportunity

Abt Global seeks to add a talented researcher to its team of experts conducting policy-relevant Medicare and Medicaid research and evaluation. The successful candidate will leverage their desire to grow their career and their experience conducting research on post-acute care, nursing home health care policy, and health care claims data to play key technical roles on projects for the Centers for Medicare and Medicaid Services (CMS). As a member of the Research, Monitoring, and Evaluation Capability, you will collaborate on and/or lead the design and execution of rigorous research and business development efforts.

Core Responsibilities

  • Contribute subject matter expertise in the development and use of CMS’s health care quality measures, quality improvement and provider rating systems for nursing homes or other post-acute care settings, health care policy.

  • Use Medicare claims data to create measures of quality, utilization, and cost.

  • Successfully execute health care projects and win new business opportunities. 

  • Serve in key technical and project leadership roles leading project tasks and supporting the overall execution of CMS-funded projects where you will be expected to:

  • Review, analyze, and synthesize information using appropriate research methods, practices, and techniques;

  • Work with technical programming staff to design and implement analyses using Medicare claims, other administrative, and survey data to meet project needs; Translate client needs and/or objectives into specific deliverables in a timely and cost-efficient manner.

  • Ensure that research is conducted at the highest standards for quality and rigor;

  • Manage associated task and project/proposal teams and costs for on-time and on-budget delivery;

  • Work collaboratively by communicating respectfully, meeting deadlines, and exercising initiative to resolve complex challenges; 

  • Cultivate and maintain excellent relationships with clients and external partners.  

  • Participate in business development activities with shared or primary responsibility for opportunity identification and capture, solution development, and proposal writing. 

  • Lead the technical writing for project deliverables and proposals.

  • Review deliverables to ensure accuracy, integrity, and quality that meets client standards. 

  • Develop and disseminate project deliverables and other products to share findings through papers, technical reports, policy memos, client briefings, presentations, blog posts, and other methods as appropriate. 

  • Represent Abt in a professional manner and effectively communicate with clients, external partners, and the public. 

What We Value

  • Demonstrated expertise and desire to further develop expertise in health care research, particularly related to nursing home and post-acute care.

  • Demonstrated ability to lead research and other technical activities, manage tasks through the project lifecycle, and coordinate the work of multidisciplinary teams to deliver high-quality work on time and budget. 

  • Knowledge of and experience leading CMS projects and working with CMS as a client.

  • Demonstrated success with business development and proposal writing, including the ability to lead and write technical proposals for CMS opportunities.  

  • Excellent communication skills, both verbal and written, to deliver clear and concise messages to project teams and clients.  

  • Strong organizational skills and a high level of attention to detail.

  • Ability to manage multiple priorities, sometimes simultaneously, under tight deadlines.

  • Ability to think critically and creatively to solve problems, respond to client requests in situations where guidance is unclear or absent, and navigate with comfortable ambiguity and changing direction per client needs.

  • Strong analytic skills that include writing technical specifications and reviewing analytic output.  

  • Demonstrated experience translating research and making it accessible to practice, policy, and/or government audiences.  

  • A record of publications, presentations, and/or other knowledge-dissemination activities is preferred. 

  • Aptitude and interest in mentoring early and mid-career staff and skill managing multidisciplinary teams. 

  • A strong commitment to Abt’s mission and to incorporating principles of inclusiveness and recognition of cultural distinctions into research and interactions with colleagues. 

  • A well-rounded interpersonal skill set with a demonstrated ability to build relationships with clients, funders, and health policy leaders, and to work effectively in a team environment. 

  • Master’s degree + 7 years of relevant experience or PhD + 4 years of relevant experience

This position offers an anticipated annual base salary range of approximately $105,000 to $168,000 and may vary by ten percent depending on candidate geographic location. Salary offers are made based on internal equity and market analysis.
