This position is responsible for administering the rules and requirements established within the Burlington City Code of Ordinances primarily those rules and standards found in Chapter 27 Streets and Sidewalks, rules that are written with the intent to protect and preserve the safety and integrity of the public right of way. This position works to provide clarity to highway right-of-way boundaries within the City, where necessary resolve private uses of the right-of-way through licensure or termination. The Excavation Inspector is responsible for oversight of seasonal staff that support the role of the Excavation Inspector or the work group.

Essential Job Functions
  • Provide support to the street capital program.
  • Perform survey, assessments to the Roadway infrastructure (sidewalk, Curb, Storm-water System, Roadway Surface).
  • Provide Quality Control and Quality Assurance on-site inspection for construction work performed by contractor or City crews within the right of way.
  • Provide technical insight related to the construction of underground utilities and street surface conditions.
  • Administer and Issue Permits for:
    • Excavation
    • Obstruction & Encumbrances
    • Curb Cuts
    • Sandwich Boards
    • Blasting
    • Outdoor seating areas for restaurants
  • Enter Permit information into the Citys database records system to issue and generate the requisite permit.
  • Query the Citys database system to identify, permit milestone dates, expired permits, or permits soon to be beyond the 3-year warrantee period.
  • Enforce the rules and requirements of Burlington City Code of Ordinances Chapter 27 Streets and Sidewalks, and DPW engineering standards and specifications.
  • Issue notices of ordinance violation.
  • Monitor backfilling operations; insure proper material and compaction methods are used to fill utility trenches.
  • Monitor construction activities are in compliance with OSHA excavation and trenching safety standards, and flags issues of concern with issued permit requirement.
  • Review traffic control plans for compliance with MUTCD standards and safety.
  • Verify contractors bond, insurance, underground utilities, trees, traffic plan, and stormwater; coordinate public/private efforts; compute and collect fees.
  • Enter permit data on computer records; file hard copies; update billing information.
  • Investigate right of way encroachment issues and follow up with property owners.
  • Administer and evaluate encumbrance permit applications, coordinate review with Street & Sidewalk Manager or City Engineer; review of permit required material; coordinate with City Attorneys Office and Clerk Treasurers Office.
  • Attend monthly meetings of the License Committee of City Council.
  • Issue notices of expired permits.
  • Inspect new sewer construction for line, grade, pipe, joints, tap, and bedding.
  • Answer requests for information on general right of way questions.
  • Participate in Site Survey and construction layouts.
  • Monitor account receivable balances and follow up where needed to ensure permit holders are issuing timely payment. Prepare standard operating procedures related to job functions.
  • Develop and maintain instructional materials for the public regarding the Citys permitting process.
  • Review and provide comments to private development site plans as they relate to city right of way.
  • Annual review of City Ordinances under Chapter 27, and other relevant or related chapters; prepare written proposals for City Council consideration.
  • Coordinate work flows across various city departments as needed.
  • Provide management and technical oversight to seasonal staff within workgroup.
