Minimum Qualifications A bachelor's degree and four years of professional or research experience in the area(s) of epidemiology, public health, biology, microbiology, chemistry, biochemistry, pharmacy, genetics, infection control, statistics/biostatistics, biomedical science, molecular biology or a related field; OR Master’s Degree and three years’ experience in one of the above-mentioned fields. A doctorate degree in one of the above fields may substitute for one additional year of such experience.

Duties Description Reporting to the Deputy Director of Health & Research, the Research Scientist 3 will engage in research activities and develop programs to support the study of the therapeutic benefits of cannabis and other Office of Cannabis Management (OCM) Health and Safety initiatives. The incumbent will engage and collaborate with external stakeholders and work towards the advancement of cannabis research and closing the existing gaps in scientific knowledge. The Research Scientist 3 will also drive the successful execution and implementation of intramural cannabis research studies according to time, quality, scope, and budget parameters. Please note this is not a lab-based position. Duties include, but are not limited to:• Plan, coordinate, and conduct cannabis and cannabinoid related research activities including, but not limited to, the development of research guidelines, policies and procedures, study designs and protocols, timelines, informed consent forms, and analytic tools.• Assist with data planning and management for the execution and implementation of research studies as well as providing strategic direction in the identification and analysis of clinical data from study and real-world evidence datasets.• Prepare Institutional Review Board (IRB) submissions for intramural research projects. • Author, review, and/or provide strategic input into the data analysis of regulatory documents, briefing documents, research study reports, peer-reviewed scientific publications, manuscripts, posters, or other documents intended for external audiences.• Assist with leading statewide cannabis research advancement efforts.• Initiate, form, and build upon existing relationships with other New York State agencies, OCM licensed and registered entities, institutions of higher education, hospitals, and health care facilities. • Remain abreast of and comply with all applicable laws, regulations, and policies.• Analyze data from OCM, State, and federal data sources, and any other relevant data sources, in support of understanding the medical uses of cannabis.• Perform literature searches and stay abreast of current cannabis research studies. • Summarize the findings from projects and make data driven policy recommendations to the Health and Safety Unit Director, Management, and the OCM Executive Team.• Perform the full range of supervisory responsibilities. • Perform other duties and special projects as required.

Additional Comments NOTE:• Travel may be required (approximately 10%), including during evening and weekends, depending on mission and assignment. • Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
