Northrop Grumman Mission Systems (NGMS) seeks a Staff Chief Engineer in the Amherst Systems business unit within the Navigation, Targeting, and Survivability division. This position is located in Buffalo, NY. This is a multi-hat position, Export Technical Advisor (TA) ( 40% of time) for the Business Unit's products and services, Technical Writing (40% of time) including Operations and Maintenace and User's Manuals, and Staff Chief Engineer supporting various product and programs (20% of time). This position is located in Buffalo, NY.

The Engineering organization located in Buffalo, NY researches, designs, builds, and tests a variety of electronic components and systems used in the development, test, validation, and training of Electronic Warfare hardware, software, and personnel to ensure the safety and success of the warfighter.

The current organization consist of approximately 160 Engineers ranging from entry level through highly experienced staff. This team designs and implement specialized test equipment used in the testing of Military Radar, Radar Warning Receivers (RWR), and Jamming systems.

Roles & Responsibilities:

Export Technical Advisor

  • Review and process Data and Services Export authorizations (DSEA) per X101W30.

  • Review and process Commodity and Jurisdiction (CJ) request per X100W20.

  • Review and approved requests to release information into the public domain per A330 Process.

  • Review and provide feedback for new and re-baseline Technical Assistance Agreements (TAAs) and marketing licenses (DSP-5s).

  • Perform audits on Blanket type DSEAs at their conclusion.

  • Review weekly reports to ensure compliance of active DSEAs.

  • Assist and provide guidance to originators of DSEAs and CJ requests in using the EEMS module.

  • Maintain a detailed step by step procedure for doing both DSEA requests and CJ requests.

Technical Writer/Editor

  • Writes, rewrites and/or edits technical documents such as technical procedure manuals, user manuals, programming manuals, service manuals, operational specifications, and related technical publications to communicate clearly and effectively.

  • Provide direction to junior technical writer/editors and administrative support staff.

  • Lead Technical Publication organization continuous improvement initiatives

  • Develop and maintain a Technical Publications homeroom, set strategic direction for the organization, select and maintain tools, and create and maintain organization process and procedures.

  • Ensure customer needs are met.

Chief Engineer

  • Leads a multi disciplined engineering team managing the technical performance of the program meeting cost and schedule requirements including subcontracted elements.

  • Coordinates requirements development, hardware/software design, verification, and validation activities.

  • Ensures that the program is adhering to sound engineering processes in the development, production, test and sustainment of products for our customers and is compliant with company policies, procedures, and quality standards.

  • Maintains cognizance over technical activities within program IPTs and ensures horizontal integration of the best engineering practices across the company.

  • Coordinates with the systems engineering and program integration team (PIT) leader to ensure the execution of program statement of work and baselines and serves as the technical point of contact with the customer.

Basic Qualifications Staff Chief Engineer:

  • Bachelor’s degree Electronics Engineering or related STEM degree field and a minimum of 12 years of experience in a field including software, hardware and systems design or 9 years with an MS Degree.

  • Proven demonstrated leadership skills and the ability to effectively lead teams across multiple engineering disciplines and programs.

  • This position requires U.S. citizenship and an active Secret Security Clearance. Must be able to maintain this level of clearance for continued employment.

  • Experience in writing/editing technical documents.

  • Interpreting engineering documentation, including wiring diagrams and schematics.

  • Proficient in Windows, Microsoft Office Suite programs: Word, Excel & PowerPoint, Adobe, Visio and TeamCenter.

Preferred Qualifications Staff Chief Engineer:

  • Experience leading in multi-functional team environments

  • Experience managing people.

  • Effective communication and presentation skills.

  • Demonstrated capability to make difficult decisions that impact team direction and team performance outcomes.

  • Experience with Electronic Warefare Simulation including but not limited to CEESIM and NEWEG.

  • Experience in activities related to Electronic Warfare systems development, use, testing, support.

  • In-depth knowledge of state-of-the-art electrical components and test equipment.

  • Master’s degree in Engineering, Business Management, Engineering Leadership, or equivalent.

  • Knowledge of Framemaker or similar publishing software.

Salary Range: $155,400 - $233,200

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
