Project Overview:

Bechtel is partnering with NextDecade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas.

RGLNG is a natural gas liquefaction and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five-train facility will have a production capacity of 27 million tonnes per annum (MTPA).

Brownsville, Texas is a city known for its diverse history, tradition, and rich culture. Job Summary:

Oversees the day-to-day operation of the on-site medical facility and staff. Implements and administers project medical services contracts and agreements in accordance with governmental, legal and professional laws and regulations. Works independently to plan, develop, monitor and evaluate the health, hygiene and medical services for the project and its operating facilities. Assists departments and contractors in health programs, monitoring health systems, collecting data, and implementing emergency response capabilities. Administers facility medical activities in accordance with medical directives approved by a physician. #LI-VB1

Major Responsibilities:

  • Manages project mobilization, execution, start-up, and turnover of site health services/facilities.

  • Oversee the clinical, operational, technical, and budgetary aspects of the health services sub-contractor.

  • Oversee and assist with the coordination of the medical emergency response in line with project requirements and minimum standards.

  • Facilitate the execution of the medical services contract with regards to scope of work, quality assurance, and compliance with regulatory standards where applicable to emergency procedures, and health and medical facility regulations in the country of operations and Bechtel requirements.

  • Monitors medical services contract by attending monthly Progress Meetings with subcontractor, upper management, and contracts Administrator

  • Implement Bechtel standard operating procedures and processes on site where applicable and conduct continuous quality improvement initiatives.

  • Coordinate the day to day operations of the on-site subcontractor health services provider which includes daily meetings with the CTL, staffing plan validation and assessment, Budget reviews, document reviews and verification of invoices.

  • Facilitate weekly meeting to review all work-related injuries and illnesses and non occupational illnesses and injuries for return to work and requirements

  • Assist with the development and implementation of the project fitness for work procedure and fatigue management plans.

  • Implement and oversee the medical records handover and archive process to be commenced within six months of project execution

  • Support incident investigations as required

  • Provide training in pathogen awareness, D&A program

  • Monitor quality of patient care rendered to all employees on the project.

  • Oversee the implementation of the clinic policies and procedures manual and monitor for updates and compliance

  • Ensure all health services facilities and patient services are maintained to a professional standard.

  • Consult regularly with key client stakeholders to ensure needs and expectations are defined and delivered in accordance with contracted service levels.

  • Liaise daily with medical services sub-contractor team leader to ensure clinics are running efficiently and within contract scope.

  • Assist with the development and implementation of applicable medical emergency response procedures and processes to ensure emergency service requirements are met.

  • Provide reports to the ES&H manager as required

  • Provide assistance to project construction management team in implementing and complying with applicable project ES&H requirements and in addressing safety/health issues as they arise during project execution.

  • Participating in meetings with project team members, and subcontractors to advise them of medical/emergency services requirements.

  • Provide technical support and assistance directly to construction supervision and subcontractors in planning and executing field activities in accordance with the project medical/emergency services requirements.

  • Follows-up on emergency hospital cases keeping ES&H Manager, project management, and HR/LR apprised of the status of patients.

  • Prepares wellbeing and mental health toolbox Talks that goes out weekly to the Project and attends Pre-Start Meetings

  • Oversee the implementation of the wellbeing and mental health wellbeing programs and assess for impact on the health and wellbeing of all employees

  • Reviews and assesses project specific medical protocols and procedures and makes recommendations to ensure conformance with Bechtel Environmental, Safety and Health Services (BESH) standard medical services protocols and procedures.

  • Assists in planning emergency evacuation procedures in conjunction with contracts, project management, the customer, and the Emergency Response Team Lead.

  • Assist with the Worker’s Compensation process

  • Assists ES&H in case determination related to mechanism of injuries and juries that may have occurred, due to incidents.

  • Monitors and actively participates with Supervisors of our employees the need for a robust Return to Work Program.

  • Oversee the implementation of the wellbeing and mental health wellbeing programs as per contract.

  • On projects with camps -conduct monthly kitchen / cafeteria and ablution inspections and provide written report with recommendations

  • Conducts biweekly audits of the medical records. Report on findings and monitor the subsequent action plan from findings

  • Conducts bimonthly audits of the infection control practices of the health services sub-contractor. Report on findings and monitor the subsequent action plan from findings

  • Conducts six monthly assessments of the service provided by the sub-contractor utilizing the corporate clinical assessment tool. Report on findings and monitor the subsequent action plan from findings

  • Oversee the programs related to Covid 19 and act as the Covid 19 program manager. This includes but not limited too

  • Quality assurance for infection control procedures

  • Training on Covid 19

  • Provide guidance on how to safely return the workforce to construction activities

  • Provide guidance on camp management during Covid 19

  • Oversee the quality implementation of all Covid 19 programs

  • Participate in and conduct assessments for compliance with Covid 19 program requirements

  • Conducts endemic disease risk assessments of the location of the project throughout the life of the project

  • Monitors for disease outbreaks in the area

  • Supports conducting psychosocial risk assessments as required

Education and Experience Requirements:

  • Required Nursing Science Degree or equivalent.

  • Preferable to have a post-graduate qualification in Occupational health.

Minimum 3 years’ experience in the following:

  • Clinic management in an occupational health setting

  • Establishing and managing clinics

  • Managing and leading teams

  • Managing subcontracts

  • Developing and implementing well-being programs / mental health well-being programs

  • Knowledge of the workers compensation process

  • Conducting clinical and quality assessments on health services

  • Knowledge of Occupational Health Standards and Regulations.

Required Knowledge and Skills:
