This position is primarily* Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) with a need to occasionally travel to attend meetings in the office. This position exists to supervise and direct the staff of the Payroll Department at Direct Care and Treatment (DCT). In addition to being the payroll processing and SEMA4 subject matter expert within the agency, this position is the department’s specialist in designing, implementing, and administering, all payroll activities for over 4,000 employees across DCT. The incumbent prioritizes and directs the work of the payroll staff to ensure payroll deadlines are met, policies/procedures/rules are followed, and employees are paid accurately according to union contracts and other labor agreements.

Represents the DCT Payroll department in meetings with MMB and Legislative, Internal and Federal Auditors related to payroll matters. D irects the policies and operations of the Payroll Department and works closely with other professionals inside (Human Resources) and outside (Minnesota Management and Budget) the department to ensure the highest degree of fiscal integrity while maintaining a high standard of customer service.

Minimum Qualifications

Demonstrated leadership experience*

*Leadership experience can include:

· Experience as a supervisor, lead worker, team lead, project lead;

· Completion of a State of Minnesota leadership program (e.g. ELI, L4);

· A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:

o 1+ year of experience identifying issues, goals and strategic actions

o 100+ hours per year time commitment

AND

Three (3) years of work experience in payroll interpreting and analyzing fiscal data.

Experience must demonstrate:

  • Advanced knowledge of payroll processing and coordination

  • Experience maintaining payroll records and preparing reports along with balancing payroll accounts and preparing journal entries

  • Experience working in a large accounting system such as Oracle/PeopleSoft based systems

  • Experience computing employee overtime and vacation pay and processing payroll deduction and garnishments

A Bachelor’s Degree or higher in Accounting or related field may substitute for 1 year of experience.

Preferred Qualifications

  • Thorough knowledge of governmental accounting and the Statewide Integrated Financial Tools (SWIFT) and SEMA4

  • Excellent oral and written communication skills sufficient to effectively coordinate, develop and train end users.

  • Ability to provide prompt customer service.

  • Demonstrated working knowledge of statutes, policies and procedures pertaining to payroll, union contracts, deductions, direct deposits, labor distribution and leave accounting processes.

  • Ability to read and comprehend policies, laws, statutes, rules, etc., sufficient to interpret and apply them to resolve problems that may require procedural changes.

  • Variety of experiences working effectively with others from different backgrounds and cultures.

  • Ability to identify, troubleshoot and report system problems.

  • BA Degree in Accounting or related field.
