*This position is eligible for telework which is currently one day per week. New hires are eligible to apply for telework 30 days after their effective date of hire.
SUMMARY:
Reporting directly to the Manager, Business Planning, the Compliance Support Specialist ensures drug/alcohol testing and DER (Designated Employer Representative) responsibilities for contractors of MTA agencies are effectively and consistently maintained. Ensures the sustainability of all Drug & Alcohol Programs processes, maintains documentation of related procedures, as well as accounts payable and related procurement tasks/functions.
RESPONSIBILITIES:
· Support compliance with DOT regulations of MTA contractor drug/alcohol testing programs, including but not limited to, oversight of workplace policy, pre-hire/post-hire testing, random selection and testing, SAP (Substance Abuse Professional) follow-up testing plans, previous employer verification of job applicant testing history, supervisor excusal of random/follow-up testing, supervisor referral for post-accident/reasonable suspicion testing, supervisor/employee training, secured maintenance of testing records (electronic and hard-copy), MIS reporting submissions, etc.
· Collaborate with Human Resources, Labor Relations, Technology, and other MTA stakeholder teams to:
o Test and analyze business process/workflow/technology to validate continuing viability and to identify areas for improving production efficiency.
o Prepare training material and other documentation for employees/departments impacted by new/modified process/technology.
o Publish status of improvement initiatives and implementation progress updates.
o Confirm new solution success by assessing output and reporting metrics (e.g., turnaround, quality, productivity, employee satisfaction, etc.)
· Ensure compliance with MTA policy and applicable regulations, as well as achieving OHS business objectives by documenting and maintaining Drug & Alcohol Programs business/operational procedures.
· Confirm compliance with DOT regulations by:
· Compiling and maintaining up-to-date service agent certifications.
· Maintaining supervisor and employee training records across all MTA agencies.
· Partner with MTA procurement and budget teams in support of accounts payable and related procurement tasks/functions.
· Other related duties as assigned.
KNOWLEDGE, SKILLS, & ABILITIES:
· Strong organizational and time management skills.
· Strong verbal and written communication skills.
· Ability to consistently secure and preserve the confidentiality of regulated testing data and related documentation.
· Capable of working effectively in a high-profile/high-pressure environment.
· Proficiency in and/or ability to learn to work with all internal levels within a given organization.
· Proficiency in and/or ability to learn to communicate and interact well with external agencies.
· Proficiency in and/or ability to learn to complete short- and long-term projects effectively and as efficiently as possible.
· Proficiency in and/or ability to learn analytical and/or quantitative skills.
· Working knowledge of Microsoft Office applications, as well as video web conferencing tools, such as Teams, Zoom, Webex, GoToMeeting, etc.
EDUCATION & EXPERIENCE:
· Bachelor’s degree in Business Administration, Transportation, Safety/Security, Public Policy, Human Resources, Labor Relations, or a related field.
· One (1) year of applicable experience.
· A combination of related experience, education, and/or credentials relative to workplace drug/alcohol testing may be considered in lieu of a bachelor’s degree.
PREFERRED:
· Familiarity with MTA operating rules, collective bargaining agreements, as well as MTA policies and system applications.
GENERAL:
· Travel to various MTA locations.
· Work outside of normal business hours (i.e., evenings, weekends, and holidays) may be required.
