Salary Range: $126,204 – $179,128 (Exec /1040 hay points)

Responsibilities

The Assistant Chief Transportation Officer, Bus Command Center is responsible for directing, monitoring, and coordinating bus revenue operations for NYC Transit and MTA Bus, 24 hours/7 days/week, to ensure the delivery of safe, efficient, and reliable transportation service both the customer as well as the employee. Supports road operations and depot personnel by

coordinating the activities of dispatchers and managerial personnel assigned to the central command center. Responsible for the new Radio and Computer Aided Dispatch System. Responsible for Service Management to include improving bus route performance, service related KPIs, and conducting analysis to improve overall bus service delivery. Implement heightened

operations in response to emergency situations. Develops policies and procedures governing actions to be initiated in response to daily operational occurrences.

Additional Responsibilities include but are not limited to the following:

  • Supports and directs Road Operations and depot personnel by coordinating the activities of dispatchers and managerial personnel assigned to the Bus Command Center. Maintains service operations by adjusting service, advising road personnel of circumstances affecting service and the expeditious handling of road failures. Directs the development and transmissions of daily synopsis, critical reports, and accident data. Responsible for the coordination & communication between the Bus Command Center, Road Operations, SLACK Monitoring & the Digital Communication Unit regarding bus service issues

  • Effectively plan all resources for the entire scope of the New Bus Command Center and Radio System Capital projects. Implementation of the vision of combining incident and service management. This includes reorganizing Service Management structure to continue to modernize the Bus System, negotiating agreements with union leadership, maintenance agreements of the new Radio System and the development of new business practices. Develop systems to support the entire project. Leveraging Technology & empowering staff with training directly impacting our customer facing metrics an improving the customer experience. Research and implement of technological advancements to DOB operations including Computer Aided Dispatching optimization (CAD), Bus Trek CAD enhancements. Manages contracts (Motorola and NAMS) for Radio System.

  • Responsible for implementing heightened operations in response to emergency situations, hazardous environmental and weather conditions, and political activities. Develops policies for such situations and ensures established procedures are adhered. Maintains communication with executive management. Responsible for conducting all aspects of emergency planning, training exercises, and evaluation for the NYC Transit – DOB. Coordinate both the emergency management and continuity of operations (COOP) efforts. Drafting and updating emergency management tools and projects to support DOB leadership

  • Develops policies and procedures governing actions to be initiated in response to daily operational occurrences. Oversees the compilation and production of the synopsis, providing daily operating statistics for DOB operations covering the preceding twenty-four-hour period. Directs the retention of all records and statistics and ensures that the appropriate audit trails are maintained. Ensure Managers and Dispatcher workgroups are trained in Service Management application and techniques establish a measurement to monitor results

  • Maintains audio recordings of all console and telephone conversations and provides copies for investigations and use at hearings upon request. Develops policy governing the compilation of accident briefs and associated statistics. Directs the development and electronic transmission of critical reports and accident data.

    Education and Experience

  • Baccalaureate degree in Transportation Management and (12) years of related experience, at least ten (10) years of which have been at a managerial/supervisory capacity; or

  • A satisfactory equivalent of combined education and experience requirements.

    Desired Skills

  • Directly related transit operations experience.

  • Extensive knowledge of management in a large organization with the ability to implement executive policies and procedures, formulate plans for the achievement of short and long-term strategic goals and objectives
