The Vice President of Day and Vocational programs will provide leadership all day programs and vocational services of CP Unlimited Metro services division.

POSITION SUMMARY:

The Vice President of Day Programs and Vocational Services will provide leadership to all day programs and vocational services of CP Unlimited Metro services division in compliance with all applicable organizational policies and procedures, contracts and accreditation standards. Responsibilities also include support and supervision to Day program Directors, Vocational Services Director, and administrative staff.

POSITION DUTIES:

Operations:

· Actively promotes the mission, vision and value of CP unlimited as a member of the strategic leadership team.

· Meets benchmark standards of agency’s strategic plan.

· Administer/Management oversight of Day and Vocational Programs.

· Assist with management of all programs internal and external audits.

· Ensure compliance with the regulations of all governing bodies, including but not limited to the New York State Office of People with Developmental Disabilities, Centers for Medicaid and Medicaid Services, NY State Justice Center, State Education Department (ACCES-VR).

· Ensure that all program and agency policies and procedures are current and adhered to.

· Ensures that assigned sites operate to the safety standards set forth by agency and oversight agencies (OPWDD).

· Monitors effectiveness of systems and procedures through review of data, reports from administrators and through periodic site visits.

· Ensures compliance with agency’s mandated trainings through ongoing review of training records.

· Provide ongoing training and development of Administrators through training collaborative with HR and training department.

· Develop collaborative relationships with other departments within and outside of the agency.

· Coordinate and participate in new individual intake and screening process for day and vocational programs.

· Participate in the Grievance and Incident Review Process

· Available 24/7 on phone for emergencies

Compliance and Audits:

· Ensures compliance with all current laws, regulations and industry standards.

· Responsible for the implementation of all Continuous Quality Improvement practices applicable to the department's programs

· Ensures internal quality assurance, compliance with all regulatory requirements and quality performance on all internal and external evaluations including OPWDD DQI audits.

Budget and Fiscal Responsibilities:

· Actively participates in the planning, development and management of Day and Vocational program budgets.

· Eliminates waste by implementing established systems to track and analyze program costs including staffing costs, food costs, inventory, and travel costs.

· Train directors to understand program budgets to promote fiscally stable program management.

· Ensure that directors are promoting responsible fiscal management of their programs.

· Monitors ongoing fiscal status of day programs and operate programs in a fiscally stable and cost-effective manner, achieving cost savings wherever possible while maintaining quality care.

· Report and track unexpected and non-budgeted expenses.

Leadership and Supervision:

· Promote strength-based program management while providing training and development in areas of need.

· Possess strong commitment to team environment dynamics with the ability to contribute expertise and follow leadership directives at appropriate times.

· Identify potential risks areas in the day-to-day program operations and collaborate with team and departments to develop and implement solutions.

· Evaluate and monitor program needs to ensure supports/services meet the changing needs of the people supported.

· Organize and participate in site meetings as needed.

· Ensure that duties and responsibilities are delegated to subordinates effectively (based on task relevant maturity) and promote culture of accountability within the department.

· Promote equal opportunities for skill development for staff at all levels within the department.

Communication:

· Maintain open lines of communication between Executive Director, Chief program officer, Senior VP of residential services, VP of Nursing, VP of Clinical services, Senior VP of Quality, VP of HR and other senior agency staff members.

· Maintain open lines of communication between CAB, MHLS, OPWDD staff, care managers and clinicians who supports individuals we serve.

· On a regular basis meet with Chief program officer to discuss/update ongoing operations and developments.

· Capture feedback from staff, management, individuals and parents and share this feedback for appropriate action or plan of correction with program management/leadership.

· Demonstrate excellent listening and negotiation skills while communicating with unions, staff and parents.

Outreach and innovation:

· Participate in community relations and fundraising activities.

· Represent agency during industry events, DD council meetings, local community board meetings and conferences as needed.

· Develop innovative programs to provide integrated employment opportunities to people served by CP.

Incident management and prevention:

· Assist and cooperate with the agency and Justice center investigative process related to incidents.

· Actively participate in agency incident review meetings

· Ensure that all staff complete annual trainings on incident reporting, code of ethics and abuse and prevention.

· Provide supervision and training to program leadership to prevent or reduce frequency of future incidents.

· Ensure that CAPS are followed up and submitted in a timely fashion.

· Ensure that minor notable incident reviews are completed and documented as per agency policy.

Guidance, training, retention of staff:

· Evaluate program staffing needs, based on complexity and needs of the people we support.

· Actively participate in the interviewing, hiring, new hire and ongoing training and annual evaluations of program leadership team.

· Retain diverse, highly qualified leaders and provide career coaching, growth, and personal development for direct/indirect report employees.

· Ensure that all staff complete mandatory trainings as per OPWDD and Agency requirements.

· Develop and maintain a system to track and report to training department when trainings and recertification are due.

Policy Development:

· Assists in the drafting and review of agency policy and procedures.

Other Duties:

· Promote self-advocacy for individuals we serve.

· In case of acute staffing shortage provide direct care staffing coverage to ensure safety of individuals we serve.

· Performs all other duties as assigned.

C. REQUIREMENTS:

· Advanced degree in Health or Human services. Must qualify as QIDP.

· Ability to travel to multiple locations. Available on phone 24/7, 365 days a year for emergencies.

· Minimum of 5 years of day program and vocational leadership experience in the field of developmental disabilities..

· Thorough knowledge of OPWDD and Day program regulations.

· Performs all job responsibilities in full compliance with all applicable laws, rules, regulations, policies and procedures. Adheres to the agency’s corporate compliance program, including the code of business conduct, the NYS and Federal False Claims Acts, whistleblower protections and mandatory reporting. Completes corporate compliance training at least annually. Fully cooperates in all corporate compliance investigations and reviews.
