Overview

The Program Planning Manager is tasked with leading a team of Senior Planning Analysts in managing capital programs within the Substation Operations portfolio. The Program Planning section develops project plans to achieve annual budgeted cash flows and manages those projects from their initiation through planning, execution, monitoring/control, and project close. The Program Planning Manager is the lead in advanced planning and coordination across the portfolio. This is critical in procuring necessary equipment and services, and in securing required system equipment outages and labor resources to successfully execute the plan. Additionally, the Program Planning Manager plays a lead role in monitoring portfolio execution in terms of scope, schedule and budget.

This will enable the Substation Planning Department to manage projects efficiently in order to meet or exceed its Key Performance Indicators (KPIs).
  • Adheres to company policy, procedures, and specifications to ensure that routine scheduled and unplanned maintenance on substation equipment is completed as outlined within SSO and Engineering guidelines.
  • Oversees the prioritization, planning and scheduling of projects within the Substation Operations capital programs.
  • Provide support as needed and attend customers Business and Safety Meetings and/or Major Project Status Meetings on a periodic basis to improve the customer experience.
  • Reviews Engage work plans to ensure consistency amongst planners within the group.
  • Provide support to the operating organizations during system emergencies by redirecting the resources of the group to assist in the fullest possible extent.
  • Collaborates with SSO Area Managers to make certain materials and equipment are available to complete planned work.
  • Strives for a balance work schedule of all maintenance activities and works closely with FP&A to monitor and track actuals versus budgeted plans.
  • Promotes cross-functional training within the group to develop knowledge and skillsets amongst the Senior Planning Analysts.
  • Provides input in developing maintenance and capital outage schedules.
  • Perform other related tasks and assignments e.g. working on special projects as needed with cross organizational teams to continue forward momentum growth and positive change and assuming General Managers delegation when required.
  • Coordinates with the Support and Procurement team to ensure that existing contracts meet maintenance needs.
  • Must ensure that the Human Performance Improvement (HPI) tools are incorporated into daily work activities.
  • Communicates with Construction, Project, and Program Managers about proper resource allocation of mechanics.

  • Develop and deliver clear job roles and expectations across the section. Assist in the recruitment, selection and development of personnel. This includes annual checkpoints, reviews, recommend salary adjustments, promotion, transfers, and discharges.
  • Assist in the development of training curriculum and oversee the effectiveness. Ensure compliance with training attendance goal. Provide challenging and stretch tasks and assignments and ensure opportunities for the development of all employees in helping them reach their full potential in the Company.
  • Provide support to the operating organizations during system emergencies by redirecting the resources of the group to assist in the fullest possible extent.

Qualifications

Required Education/Experience
  • Bachelor's Degree and And 8 years' Experience in Project Management, Engineering, Maintenance, Construction, and/or Operations (i.e., Electric, Gas, Central Operations etc.)
  • or
  • Master's Degree and And 6 years' Experience in Project Management, Engineering, Maintenance, Construction, and/or Operations (i.e., Electric, Gas, Central Operations etc.)
Relevant Work Experience
  • Must possess strong leadership skills, people skills, and initiative to champion change and have the ability to influence others in order to improve the management process. Required
  • Must be able to exercise independent and assess the ability to render sound business decisions. Required
  • Must be well organized, detailed orientated, flexible to handle multiple assignments and meet deadlines. Required
  • Must possess superior oral, written and presentation communication skills and be able to effectively interact with customers, support staff, subordinates and various levels of management. Required
  • Must be familiar with disciplinary process and arbitration process. Preferred
  • 6 years' supervisory experience. Preferred
  • Knowledge of and experience with substation equipment and procedures are strongly preferred. Preferred
  • Knowledge in Maximo and Engage software packages. Preferred

  • Able to work in all weather conditions, i.e. excessive heat and/or cold
  • Ability to travel to company locations to work on storm restoration and heat contingencies
  • Wear necessary Personal Protective Equipment (PPE), i.e. fire-retardant clothing and safety harnesses
Additional Physical Demands
  • Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
