GENERAL DUTIES

I.T. Computer Systems Managers manage and direct an Information Technology area at a College or University level. They set policies and procedures, direct technical staff, and maintain responsibility for administrative as well as technical issues within their assigned area(s) of responsibility. They may manage major and/or large, complex information systems activities and/or manage a unit or group.

Under the executive direction of the Vice President of the Information Technology Division, and exercising independent initiative and judgment, the Director of IT Infrastructure Services provides vision and management for the complex planning, implementation and operations of the various technologies supporting the digital infrastructure of Lehman College. This includes the provision of digital services to approximately 14,000 students, 2,800 faculty and staff, and campus guests and visitors. Responsibilities include, but are not limited to, the management of a team of 13 specialists in data center, network and server services, telephony, email, cyber security, service monitoring, servers, storage, and related software to ensure seamless, robust and secure connectivity for the college community.

This hands-on individual will collaborate with other campus divisions and units, including other IT groups, to coordinate technology efforts and further the mission of the division and college. The Director is a strategic and key member of the IT leadership team and will be expected to provide expert insight and successfully execute strategic initiatives in an efficient and cost-effective manner. The Director will also represent the department and campus on numerous college and University committees and working groups to ensure the requirements and policies of the division are addressed while contributing to the overall student and institutional success.

Specific duties include the following:

· Responsible for leading, building, evaluating, and training staff in the areas of network, servers, and advanced systems (e.g., VMWare, VDI, Active Directory, cloud computing, Identity Management, among others); manages a customer-focused team and defines performance goals and evaluations.

· In collaboration with the VP and AVP, design and implement short and long-term strategic plans to make certain the digital infrastructure capacity meets existing and future college and University requirements.

· Provide architectural consulting expertise, direction, and assistance to the IT Infrastructure Services team.

· Manage the deployment, monitoring, maintenance, implementation, upgrade, and support of IT systems, including networks, data centers, servers, and associated hardware. Ensure infrastructure services have enough capacity, stability, and agility to satisfy service level agreements with business units. Measure user satisfaction with existing services and follow a continuous improvement approach.

· Work closely with other IT teams, including CUNY CIS, to develop procedures, standards, operational controls, processes and communication paths for the monitoring and support of the technology operations, infrastructure, and applications.

· Function as an IT project leader and determines timeframe, cost, delivery, issue resolution, risk mitigation and status communications.

· Oversee on-time and on-budget delivery and management of infrastructure related projects, from inception through implementation, to ensure effective completion to the requirements of the college and end-users.

· Develop, track, and control the infrastructure services annual operating and capital budgets; develop business case justifications and cost/benefit analyses for IT spending and initiatives.

· Follow industry best practices relating to IT infrastructure service provisioning and delivery, including ITIL and PMP.

· Develop, manage, test, and enact business continuity and disaster recovery plans should they be needed in the event of emergencies.

· Ensure compliance with federal, state, local and CUNY IT security requirements and participate in IT Governance and Advisory Committees such as the CUNY-wide Cybersecurity Committee.

· Perform related duties as assigned.

Essential Personnel: Since this function/position has been designated as “essential”, the individual is expected to carry a department-provided mobile device and answer critical calls or e-mails within a reasonable time frame, including after work hours. Additionally, when the College is faced with an institutional emergency, employees in such positions may be required to remain at their work location or to report to work to protect, recover, and continue operations at the College. The position isposition is70% in person, but may require more in-person as needed.

MINIMUM QUALIFICATIONS

Six (6) years of progressively responsible full-time paid information systems technology experience,at least eighteen (18) months of which shall have been in an administrative or managerial capacity in the areas of computer applications programming, systems programming, information systems development, data telecommunications, data base administration or a closely related area.

Education at an accredited college or university may be substituted for the general information systems technology experience at the rate of one (1) year of college for six (6) months of experience up to a maximum of four (4) years of college for two (2) years of experience. In addition, a master’s degree in computer science or a closely related field from an accredited college or university may be substituted for an additional year of the general information systems technology experience. However, all candidates must possess the eighteen (18) months of administrative or managerial experience described above.

Experience in an administrative capacity must include, but is not limited to, responsibilities such as: monitoring an IT budget; reviewing and approving IT procurement and invoice payments; reviewing and approving contracts with vendors; monitoring and approving IT projects; setting standards and best practices; risk evaluation (e.g., security, reputational, operational); organizational development; chairing or participating in IT Governance and Advisory committees; and/or overseeing vendor relationship management.

Experience in a managerial capacity must include, but is not limited to, responsibilities such as: strategic planning for an office/division; creating and implementing policies; setting standards and best practices; defining and documenting project scope; root cause analysis with recommendations; collaborating with other managers and executives to define future state of IT program; and/or forecasting.

The following types of experience are not acceptable: superficial use of preprogrammed software without complex programming, design, implementation or management of the product; use of a word processing package; use of a hand-held calculator; data entry; operation of data processing hardware or consoles.

OTHER QUALIFICATIONS

A preferred candidate should have:

· Experience managing, developing, and delivering strategic infrastructure architectural design and operational excellence in large organizations

· 10+ years of relevant experience, including 5+ years in a leadership/management role

· Demonstrated strong technical experience designing, deploying, managing, and maintaining enterprise-wide LANs, WANs, WLANs, VPNs, VMs, virtual networks, etc.

· Demonstrated strong technical experience designing, deploying, managing, and maintaining enterprise-wide technologies, including but not limited to such as Cisco routers, switches, wireless, firewalls, IT security devices. VMWare/VDI environments, Proofpoint or similar mail hygiene platforms, NetApp or other SAN/NAS technologies.

· Successful track record of IT leadership, execution and delivery including experience leading IT infrastructure services group in applying innovative IT solutions in support of the business

· Experience integrating Cloud/SaaS applications in a hybrid environment with Active Directory authentication and managed, automated, and secure data interchange

· Knowledge of ITSM, performing trend analysis, project management framework, and related regulations including FERPA and HIPAA

· Excellent management, organizational, customer service, and communication (written and oral) skills; interpersonal skills to interact with all levels of employees, vendors, and partners

· Demonstrated problem-solver with the ability to cope under pressure and coordinate multiple activities in a dynamic, fast-paced team environment

· Ability to prioritize staff responsibilities based on criticality or business impact

· Self-driven, motivated senior IT leader with strong analytical and problem-solving skills, and leadership/good executive presence

· Experience working with multiple units and/or organizations in highly collaborative projects

· Strong project management skills and a track record of successful project implementations

COMPENSATION

$113,000-$150,000; Salary commensurate with education and experience
