The Department of Natural Resources is currently hiring a Floodplain Engineer. This position will further the purposes of the Federal Emergency Management Agency’s (FEMA’s) Risk Mapping, Assessment and Planning Program (RiskMAP) and the State’s Floodplain Management Program to reduce flood risk in Minnesota by:
Conducting and managing high level floodplain modeling and mapping projects
Providing technical expertise in hydraulic and hydrologic analysis
Ensuring that program staff follow standard operating procedures and data management protocols
Assisting with community outreach and training efforts
Primary work location is negotiable and will be determined at the time of hire. The reporting locations available for consideration are: Brainerd, Grand Rapids, St. Paul, and New Ulm. This position may be eligible to telework on a full or part-time basis which is subject to change. If approved, the employee would be required to complete an annual telework agreement.
Minimum Qualifications
Licensed as a Professional Engineer in the State of Minnesota, or if currently licensed in another state, the ability to obtain licensure within six (6) months of hire.
Bachelor’s degree in civil engineering or a related engineering discipline.
Professional experience applying principles of engineering, hydrology, and hydraulics.
Experience and proficiency using 1-dimensional hydraulic models, including HEC-RAS.
Experience and proficiency using ArcMap, ArcPro, ArcCatalog, and other GIS applications including 3D and Spatial Analyst extensions.
Proficiency using database, spreadsheet, and desktop publishing applications to compile, analyze, and present hydrologic and hydraulic data.
Basic understanding of local, state, and federal water resources programs, and knowledge of principles and practices of water resources management.
Human relations skills sufficient to maintain effective working relationships with staff, government agencies, consultants, and the public.
Preferred Qualifications
Experience with 2-dimensional hydraulic modeling using HEC-RAS 2D, SRH 2D, XP-SWMM 2D or similar software.
Experience and proficiency in hydrology and hydrologic modeling, such as HEC-HMS, SWMM, or similar software.
Experience with Floodway modeling.
Experience with methods to modify FEMA maps, such as through a Letter of Map Revision (LOMR).
Previous project management experience, including the ability to plan all aspects of projects and ensure process deadlines and procedural requirements are met.
Experience with FEMA studies, such as Discovery, Flood Insurance Studies (FIS), and/or Physical Map Revisions (PMR).
Knowledge of the principles of floodplain management, land use regulations and flood hazard mitigation efforts.
