The Massachusetts Department of Public Health (DPH) is seeking a dedicatedFiscal and Contracts Managerto lead the financial and contractual operations of the Office of Local and Regional Health (OLRH). This role is essential in supporting the department’s mission to enhance health equity by ensuring equitable access to public health services. You will oversee all aspects of fiscal management, procurement, and grant compliance, working closely with municipal officials, vendors, and internal teams to drive efficient and effective financial practices. Join us in this vital mission to protect and promote public health through exceptional fiscal stewardship and collaborative leadership. _Duties and Responsibilities (these duties are a general summary and are not all inclusive):_ * Develop and implement budget spending plans, maximizing fiscal resource flexibility. * Provide comprehensive fiscal, contract, and procurement information to OLRH leadership for informed decision-making. * Streamline communication with senior program leadership, Accounting, Budget Offices, and the fiscal team. * Build and maintain strong working relationships and clear communication channels with Budget, Purchase of Service, Accounting, Legal Offices, and EOHHS. * Review and process contracts, commodity purchases, and multifunctional equipment lease agreements, ensuring compliance with Operational Services Division (OSD), Office of State Comptroller (CTR), and Executive Office of Health & Human Services (EOHHS) regulations. * Support OLRH managers in budget planning, addressing both increases and reductions, and their impact on staffing. * Conduct daily fiscal activities using multiple accounting systems, including MMARS, MBA, PTS, and CIW. * Assist contract specialists with processing high-volume transactions through the PTS system. * Interact with municipal officials to provide guidance and resolve compliance issues. * Develop systems and standard operating procedures to improve office-wide efficiencies and track federal and state accounts. * Provide technical assistance, training, and professional development to staff, ensuring effective use of financial tools and applications. * Conduct annual performance evaluations and ensure appropriate training for direct reports to fulfill their roles efficiently. _Preferred Qualifications:_ * Extensive knowledge of public health infrastructure, operational management, and the DPH mission and priorities. * In-depth understanding of the state budget process, accounting systems, purchasing, revenue management, and expenditures. * Proficiency in advanced Microsoft Excel functions and financial analysis, including payroll forecasting. * Strong knowledge of federal grant application processes, spending, reporting requirements, and compliance. * Ability to learn and apply MMARS, CIW, and state and federal finance laws and regulations. * Demonstrated leadership skills in building and motivating productive teams and individuals at all organizational levels. * Excellent written and verbal communication skills, with a strong ability to resolve conflicts and build consensus. * Proven ability to plan, prioritize, and delegate tasks, managing multiple projects in a fast-paced environment. * Skills in budget preparation, projections, and financial reporting. * Commitment to promoting a culture of diversity, equity, and inclusion. _About the Department of Public Health:_ The mission of the Massachusetts Department of Public Health (DPH) is to prevent illness, injury, and premature death, to assure access to high quality public health and health care services, and to promote wellness and health equity for all people in the Commonwealth.
