_Executive Office of Housing and Livable Communities (EOHLC) is seeking an IT Project Manager in the Deputy Secretary’s Office__!_ _ _ _AGENCY MISSION:_ The Executive Office of Housing and Livable Communities (EOHLC) is charged with creating more homes in Massachusetts and lowering housing costs for residents. Formerly known as the Department of Housing and Community Development (DHCD), EOHLC works with municipalities, local housing authorities, non-profit organizations, and development partners to provide affordable housing options, financial assistance, and other support to Massachusetts communities. _OVERVIEW:_ TheIT Project Managerworks closely with Division of Housing of Stabilization staff and is primary supportfor EOHLC’s Division of Housing Stabilization Salesforce software application supporting the Emergency Assistance Family Shelter Program. This will include supporting the implementation, stabilization, and ongoing enhancement of theSalesforce software.The Project Manager participates in projects implementing technical solutions for EOHLC staff and third-party stakeholders (shelter providers, legal services, local housing authorities, regional administering agencies and others) that deliver services on behalf EOHLC. The Project Manager may also work on additional IT projects serving a variety of EOHLC’s business requirements across other EOHLC Divisions. The Project Manager will assist with introducing new technology to meet evolving business needs, as well as upgrading or replacing software that has reached end of life or no longer satisfies business requirements. TheITProject Managerwill work with EOHLC senior staff to ensure that technical solution(s) discovery and requirements process is thorough and incorporates a wide range of stakeholder needs and perspectives including, but not limited to applicants/constituents, third-party service delivery partners, advocates, housing owners/operators, EOHLC staff, housing quasi-public and state agency partners, and municipal and federal government partners. TheIT Project Manageris responsible for: 1. Assuring the on-time, on-cost, high-quality, full scope of assigned projects implementation of the project from discovery through full scale launch with strong and inclusive governance practices and on-going direct assistance, collaboration, and support to stakeholders. 2. Supporting an internal team to ensure that the solutions is in accordance with Secretariat needs and policies, working with the appropriate EOHLC division staff as well as the Office of the General Counsel, the Office of Strategy and Climate, and the Chief of Data and Research. 3. Managing a cross-sector steering committee representing the impacted stakeholders. 4. Working withExecutive Office of Technology and Security Services (EOTSS) to ensure solutions are consistent with Commonwealth technical standards and guidance. 5. Supporting the Chief Information Officer and the Chief of Data and Research in the oversight, coordination, evaluation, rationalization, and reporting on appropriate metrics in support of EOHLC’s mission. 6. Managing complex change processes, communications, and training across a decentralized group of users and stakeholders, some of whom will be skeptical and resistant to adoption of the solution. TheIT Project Managermust have demonstrated experience in managing IT projects ($10 million in size) within project management standards and practices. PMI PMP-certification is beneficial if it is paired with hands-on project management experience on a range of projects. This position requires strong and diverse communication and relation management skills for engaging with senior Secretariat leads, vendors, external stakeholders, and the teams. _DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):_ * * Project Management Responsibilities: · Define project governance, scope, budget, and timeline while overseeing changes and minimizing risks · Build relationships with clients, stakeholders and third parties/vendors · Document the project’s scope of work (SOW) with specific, measurable, achievable, relevant, and timebound (SMART) measures of success · Coordinate internal resources and third parties/vendors ensuring resource availability and allocation · Maintain detailed project plans to track and report on progress · Keep a groomed project backlog and coordinate regular meetings with members of the project team · Coordinate regular planning or slating meetings for the business owner to prioritize upcoming work · Monitor process against project schedule and deliverables, including key events such as deliverable acceptance, decision dates, entry and exit criteria; go/no go criteria etc. · Report/ escalate issues to management or stakeholders as needed · Deliver the agreed upon scope of work on-time and within budget · Identify and develop process improvements to enhance the overall product and system delivery, including development of processes, policies and related tools Product Ownership Responsibilities: · Work closely with business sponsor and other key stakeholders to maintain road maps and establish priorities · Lead requirements gathering effort on the epics as needed, consulting with product management, implementers, clients, and other stakeholders · Document story details based on the epics after reviewing with development · Attend scrum meetings (standups, retrospectives, and demos) and set sprint goals · Report progress at demo days, and quarterly meetings with leadership · Create mockups and work with UX on design · Write acceptance criteria or acceptance tests · Follow progress of work and address production issues during sprints · Demonstrate the latest iterations to customers pre-release and gather feedback Product Management Responsibilities: · Support non-technical teams (partner development, customer success, and marketing/communications) · Write acceptance criteria · Conduct 80/20 analyses to constantly focus limited resources on the highest value priorities · Create buy-in for the product vision internally and with external partners · Translate product strategy into detailed requirements and prototypes · Work closely with engineering teams to deliver improvements in an iterative fashion. · Drive product launches including working with communications, executives, and other product development team members · Evaluate communication plans to ensure that they are consistent with product strategies and that the message is effectively conveyed. _ _ _PREFERRED QUALIFICATIONS:_ 1. At least three years of experience in managing medium/large-scale IT projects ($10 million in size). Public sector experience preferred 2. Experience implementing Salesforce solutions 3. Hands-on experience in project resource planning, reporting, prioritization, and budgeting 4. Ability to work with peer organizations to translate IT processes (System Development, Life Cycle, Governance, etc.) and tool strategies (e.g., project management, collaboration, knowledge warehouse, etc.) to support the day-to-day work efforts of the individual departments, driving towards greater efficiencies and higher quality deliverables 5. Excellent verbal and written communication skills with project teams and business teams 6. Team-oriented attitude and the proven ability to collaborate at all levels of an organization _Desired Qualifications:_ · Experience working on projects in the affordable housing sector or other public benefit programs · Training, Certificate, or Direct Experience with Change Management · Experience in IT portfolio management and governance · Relevant IT/Project Management certifications (e.g., Lean, Six Sigma, PMP, CSM PMI-ACP, SAFe POPM) · Familiarity with a variety of software development methodologies such as agile, waterfall, spiral, and a strong understanding of the suitability of these methodologies for certain development environments and types of applications · Experience with advanced Microsoft Office, pivot tables, charts, Visio, data analytics and JIRA or other project management tools _ _ _COMMENTS:___ Please upload resume and cover letter. Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division’s Recruiting Guidelines.
