Boston Public Schools Director of Applications and Systems Integration (Anticipated Vacancy) (SY24-25) in Boston, Massachusetts

This position is an anticipated vacancy. It is expected to be vacant by 02/07/2025. However, the current incumbent has a right to rescind their retirement, leave, or resignation up until the day of the expected vacancy date. Your hire will not be confirmed until the position is vacated. Reports to: Chief Technology Officer General Description: This position manages a team of 10-15 application developers and leads the district's efforts in the development and integration of systems and applications to support BPS teaching and learning and operational objectives. Reporting directly to the CTO, this position works with OIIT staff, departments, and schools to plan, direct, resource, evaluate, and implement application development priorities and projects. OIIT’s mission is to provide the technology foundation, vision, leadership, and support for the members of the Boston Public Schools community in the use of technology as a tool to achieve its academic and operational goals, to increase student performance and close the achievement gap. This position requires a substantial amount of problem solving regarding application and system planning and project management, including business rules and system validations, security and access, system integration, configuration and support, as well as the development of reports in BPS data systems to enable schools to easily access and use data to inform instruction. This position makes independent judgments on a daily basis. This position would seek advice from a supervisor for support with prioritizing projects, escalating issues to business owner department heads, staffing issues and budget planning.This position plays a leadership role within OIIT and at the district level. This position also interfaces with external partners who work with the BPS on data systems and applications. This position is responsible for establishing procedures and standards for application development, management and integration as part of BPS’s Applications Portfolio, including documentation, code review, quality assurance, testing, and release standards. This position makes recommendations to the CTO on the financial implications of build vs. buy strategies, as well as staffing and resource allocations. Responsibilities: Help Assess resource requirements, staffing and budgetary matters; make and establish a vision along with medium and long term goals for the applications group. Balance the needs of various groups for application change requests and assist developers in prioritizing and determining the feasibility of requests. Agile methodologies preferred. Lead system architecture design and technical planning for the BPS applications portfolio Establish application development, quality assurance, usability, and system operational standards for development and integration projects Supervise, and guide team members on projects, including prototyping, development, QA and release to ensure that business requirements are met on time with a high level of satisfaction. Direct, supervise, and when appropriate, develop application projects. Direct and manage all functions of the Applications & Integration team including developing team goals and plans, monitor performance, supervise and develop staff, and ensure accurate documentation, reporting, and benchmark setting is in place. Conduct performance evaluations, providing training opportunities, for staff Recommend build/buy strategies and participate in third party vendor selection and management Qualifications- Required: BS in Computer Science or related technical field. Experience working in an Education environment preferred 3+ years managing an applications group or other technical team in a fast paced environment required. 2+ years in a developer or other technical role strongly preferred. Familiarity with Microsoft Technologies (.NET, MS SQL) preferred. Experience integrating with 3rd Party cloud hosted vendors Ability to recruit, hire, and build high performing technical teams. Excellent communication skills. Strong at working with business groups to determine and prioritize functional requirements. Current authorization to work in the United States - Candidates must have such authorization by their first day of employment. Qualifications-Preferred: MS in Computer Science or related technical field.
