State of Massachusetts Deputy Chief of Staff, Strategy in Boston, Massachusetts

The Massachusetts Department of Public Health (DPH) is seeking a dynamic and dedicatedDeputy Chief of Staff, Strategy. This role will play an essential part in advancing the department's mission of promoting health equity and wellness for all. Reporting directly to the Chief of Staff, you will serve as a strategic connector, facilitating collaboration and coordination across various bureaus, programs, and external stakeholders. Your work will extend beyond departmental boundaries, partnering with other agencies and community organizations to address health disparities and systemic challenges. In this vital role, you will lead critical initiatives, provide strategic guidance to departmental leadership, and establish effective organizational processes to drive progress and accountability. Your responsibilities will include serving as a strategic advisor, managing high-profile cross-departmental projects, and fostering relationships with key stakeholders. By leveraging your expertise in project management, policy development, and stakeholder engagement, you will contribute to the Department's efforts to improve access to quality healthcare services and address the root causes of health inequities. Join us in making a meaningful impact on public health outcomes and advancing health equity for all communities. /_Duties and Responsibilities (these duties are a general summary and not all inclusive):_/ * Lead critical initiatives to advance departmental priorities impacting multiple bureaus and offices. * Provide strategic guidance and serve as an advisor to departmental leadership, including the Commissioner and Chief of Staff. * Facilitate collaboration with external stakeholders, including other state agencies and community partners. * Manage high-profile cross-departmental projects and ensure alignment with departmental goals. * Develop and implement organizational processes focused on goal setting, strategy, and performance management. * Liaise with Executive Office of Health and Human Services (EOHHS) leadership and other agencies to advance departmental initiatives. * Collaborate with policy leads to effectively roll out departmental policy initiatives. * Prepare and deliver summaries, briefings, and briefing materials for senior leadership. * Assess ongoing project work to identify risks and offer mitigation options. * Coordinate cross-agency planning, implementation, and communication efforts. * Engage and maintain relationships with advocacy groups and external stakeholders. * Represent the Department of Public Health in meetings and external stakeholder engagements as needed. /_Preferred Qualifications:_/ * Knowledge about public health, social determinants of health and commitment to health equity, particularly racial equity, and environmental justice. * Knowledge of government strategy including experience working on cross-agency initiatives. * Skilled in program planning, development, integration, coordination, and cross-functioning linkage. * Leadership and management skills including staff management and professional development. * Analytical skills in resolving complex issues, building consensus, and resolving conflicts. * Willingness to take the initiative in developing creative solutions to complex organizational issues that may involve programmatic, complex policy issues. * Event management skills including overseeing events involving multiple state and federal officials. * Ability to develop and support effective strategies to ensure a culture of equity, diversity, and inclusion. * Talent to plan and direct activity, including making difficult decisions in the face of changing conditions and be committed to deliver objectives on time in the face of constraints or obstacles. * Power to work independently on all projects for which they are responsible, including ability to work on numerous projects simultaneously to successful completion. * Proficient with Microsoft Office applications including Excel, Word, Outlook, PowerPoint, One Drive, and Teams. * Excellent communication skills. /_DPH Mission Statement:_/ The mission of the Massachusetts Department of Public Health (DPH) is to prevent illness, injury, and premature death, to assure access to high-quality public health and health care services, and to promote wellness and health equity for all people in the Commonwealth. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II.
