Supreme Judicial Court Clerk's Office for the County of Suffolk Administrative Assistant for Budgetary Affairs All application materials must be received by the close of business on Friday, September 20, 2024. SUPREME JUDICIAL COURT MISSION STATEMENT: To promote the rule of law and foster public trust by leading an independent judiciary that assures every person equal access to the fair, timely, and impartial resolution of disputes in courts managed with efficiency and professionalism. POSITION SUMMARY: Performs fiscal support functions within the Clerk's Office of the Supreme Judicial Court for the County of Suffolk. Responsibilities include: assisting the Head Administrative Assistant for Budgetary Affairs in the preparation and analysis of budget and annual spending plan and the administration of all aspects of revenue processes and procurements. Schedule to be determined. This is a flexible position with hours to be determined based on the ideal candidate's skills and experience. We are open to discussing full-time and part-time arrangements that best suit both the candidate and the needs of the position. MAJOR DUTIES: The following represents a partial list of those duties and responsibilities performed by individuals in this position. Specific duties will vary depending on the needs of the clerk’s office:* * * Assist in the maintenance of all Clerk's Office budgetary accounts. * Assist in the maintenance of all funds within the appropriation, including subsidiary accounts. * Prepare and enter documents for encumbrances and disbursements, as well as modify existing documents. * Assist in the management of all procurements for the Clerk's office. * Process all state contracts, encumbrances, and disbursements for the Clerk’s Office. * Assist in the preparation, entering, and processing of all contracts with vendors doing business with the Clerk's office. * Assist in the preparation of periodic financial and payroll projection reports. * Assist in the preparation of spending plans, fiscal budget analyses and projections for the legislative budget process. * Help to prepare service contracts and maintain all supporting documents. * Assist in the processing of all Supreme Judicial Court revenue including all e-payments and credit card payments, prepared deposits, and wire transfer reports. * Reconcile cash sheets, monthly bank statements and Treasury reports as directed. * Assist with weekly and bi-weekly payroll reports as directed. * Order and maintain periodicals. * Assist in the maintenance of supply list and inventory. SUPERVISION RECEIVED: Receives direction from the Head Administrative Assistant for Budgetary Affairs in performing duties in accordance with general policies, procedures and internal controls. Considerable judgment required. SALARY: * OPEIU LOCAL 6 Salary Schedule (Effective/ /January 14, 2024) Position Grade 15: $68,235.13 (Step 1) - $91,425.13 (Step 8) The schedule is flexible and will be determined based on the best fit for the ideal candidate and the needs of the position. REQUIRED KNOWLEDGE, SKILLS, ABILITIES and EXPERIENCE: * Knowledge and experience in bookkeeping, record keeping and other office procedures. * Excellent independent decision-making capability and the ability to set and manage multiple priorities and tasks. * Experience in reconciling revenue reports and in preparing clear and accurate statistical reports. * Ability to effectively communicate both verbally and in writing. * Knowledge, training and experience in statistical worksheet and formula programs including, but not limited to, Microsoft Excel and Access to create spreadsheets and reports. * Substantial experience using other major Microsoft Office products such as Word, Outlook and Teams * Experience utilizing vendor software to process supply requests. * Experience with e-filing and/or e-payment technology including daily monitoring and processing of e-payments is highly desirable. * Some working knowledge of the Massachusetts court system is desirable. * Knowledge, training, and experience in the daily monitoring and auditing that revenue transactions have been posted correctly and in maintaining a budgetary control register for purchases is highly desirable. * Knowledge of state finance laws, budget development cycle, the Massachusetts Management Accounting and Reporting System (MMARS), and Commonwealth Information Warehouse (CIW) is strongly preferred.
