  • The Public Works Project Manager (PM) oversees the development of construction plans, estimates and schedules for small to mid-sized facilities-related construction projects.

  • The PM leads project teams through all phases of the project lifecycle from initiation, planning, design, implementation and builds to successful completion on moderately complex projects.

Essential Functions

Plans and leads small to mid-sized projects of moderate complexity in various areas, from facility construction projects to land lease agreements, housing-related projects, technology implementations or internal process improvement projects.

Develops detailed project scope, schedule, budget, resource plan and issue/risk logs. Provides periodic project status reports and communication updates. Efficiently identifies and escalates issues to ensure execution against the project schedules. Leverages internal and external experts to provide technical guidance to the project team. Leads the team in vendor selection. Ensures adherence to quality standards and provides required project deliverables to internal and external project team members.

Builds detailed budgets for projects. Monitors and tracks actual spending against approved budgets by partnering effectively with the finance department. Provides financial status updates including forecasted Estimates-to-Completion (ETC) and Estimates-at-Completion (EAC). Manages project budgets for contracts ranging up to $5 million.

Oversees procurement processes necessary for project success, including preparing and soliciting proposals as needed. Contributes or writes procurement documents, engaging with external vendors/firms as required.

Requirements

Required Knowledge, Experience, And Training

  • Bachelor’s degree in engineering, construction management, architecture, computer science, business or related field, and

  • 5 years of experience as a project manager leading small to mid-sized projects, or

  • a combination of education and/or experience.

Knowledge of:

  • construction/engineering project tasks, including construction phases;

  • construction management and engineering principles, practices and procedures, including estimating techniques for public works projects; and

  • computer usage, including related software.

Ability to:

  • manage projects from initiation to successful completion;

  • lead project team members, interacting effectively with consultants, contractors and city employees at all levels;

  • communicate effectively in the English language at a level necessary for effective job performance; and

  • perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation

Individuals must be capable of operating vehicles safely and have an acceptable driving record.

Preferred Knowledge, Experience, And Training

Project Management Professional (PMP) or Certified Associate in Project Management (CAPM) credentials from the Project Manager Institute.

Experience with contract management , including familiarity with commercial contract terms and publication of procurement documents for projects; leading project teams with internal and external project resources such as construction managers, technology vendor project teams, consultants and contractors; and in public works, including wastewater management and construction projects.

Understanding of various methods of project delivery, including design-build.

Familiarity with statutes, ordinances, and regulations governing engineering practices, procurement and construction.

Licensing And Other Requirements

Valid state-issued driver's license.

Physical Efforts

While performing the duties of this job the employee is always lifting/carrying up to 10 pounds, frequently lifting/carrying up to 20 pounds and occasionally lifting/carrying up to 35 pounds. Also, the employee is always pushing/pulling up to 10 pounds, frequently pushing/pulling up to 20 pounds and occasionally pushing/pulling up to 35 pounds. The noise level is occasionally moderate. Work includes sensory ability to talk, hear and touch. Work in this position also includes close vision, distance vision and depth perception. Employees will sit, stand, walk, stoop, kneel, crouch, crawl, reach and grasp. Position requires hand/finger dexterity.

Working Environment

The work environment will include inside conditions, outdoor weather conditions, extreme temperatures, in wet and humid conditions, areas of dust, odors, mist and gases or other airborne matter. Employees are exposed to mechanical and electrical hazards and work in/at heights. Employees will also drive a vehicle as part of this position. Work includes protected exposure to chemicals. Exposed to various hazards associated with construction sites, uneven walkways, construction equipement, etc.

This position works: weekend, shift, and/or holiday work may be required as projects or emergencies dictate.
