POSITION TITLE: Master Planner
AREA OF CONSIDERATION: Open to current CFMO employees and all current members (O-3 and below, any enlisted) of the Idaho Army National Guard
PAY GRADE/RANGE: NGA-11 ($35.29 to $45.88 hourly / $73,399 to $95,435 annually)
TYPE OF POSITION: Military / Military Waived non-classified (current CFMO employee status will transfer with promotion/lateral appointment)
SUMMARY: This position is assigned to the Construction and Facilities Management Office (CFMO), Idaho Army National Guard (IDARNG), functioning within the Idaho Military Division (IMD). The primary purpose of this position is to develop, coordinate and perform maintenance of the statewide Real Property Development Plan (RPDP), which includes coordinating and conducting planning studies, assisting in the preparation and development of long-range facility planning programming and real property management in accordance with state, federal and local legal regulatory, technical and operational guidelines in support of the IDARNG, and collecting and incorporating data into database system(s) to satisfy Real Property Planning and Analysis System (RPLANS) requirements to meet the Adjutant General's (TAG) goals.

MILITARY DIVISION MANDATORY QUESTIONS:

MANDATORY REQUIREMENTS:
1) Must be a federally recognized Officer or Warrant Officer of the Idaho National Guard. Provide your military grade, job title, AFSC/AOC and unit of assignment. Requirement will be waived if employee is currently in a waived position in CFMO.
(2) Must have and maintain a valid and unrestricted state issued driver’s license (from any state). Provide your driver’s license number, issuing state, license expiration date, and the full name specified on the license. (Do not provide a copy of your driver’s license.)
(3) Travel is required for training and job performance. Must be willing to travel by all modes of transportation and stay at destinations for short periods.
(4) Must have, or be eligible to obtain, and maintain a favorable NACI/T1 Federal Background Investigation. If a selected candidate does not have a current favorable T1, as a condition of employment he/she must submit to the investigation process immediately upon hire/appointment. (At a minimum, a favorable suitability determination by the State Security Manager is required prior to appointment in this position.)
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Must have 36-months of specialized experience performing duties
(1) Knowledge of planning, design, repair and construction of major structures and facilities with expertise in space utilization, environmental compliance, fire and security systems, masonry and reinforced concrete construction, roofing systems, energy management and pavement construction that provides the skill to perform construction project management activities from bidding and initial project design to completion.
(2) Knowledge in planning concepts, construction methods and practices, contract procedures and construction management practices involved in the planning, design, construction or renovation of ARNG structures and buildings to support installation construction planning and facilities improvement planning.
(3) Knowledge of applicable national, state, local and NGB regulations relating to design, construction and contracting, familiarity with federal acquisition regulations as they apply to selection of architectural services and knowledge of Army Facilities Engineering programs such as ASIP, PRIDE Web, PROJDOC and RPLANS.
(4) Knowledge of conflict resolution techniques, individual and mass communication techniques, information briefing and presentation methods, and negotiation techniques.
(5) Knowledge of UFC 2-100-01 Installation Master Planning and Army master planning regulations with the ability to plan and apply knowledge in comprehensive planning strategies for facility and infrastructure development; includes short- and long-range plans that will support DoD-wide military missions for supporting facilities to complete Army Training.
