Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a HUMAN RESOURCES ASSISTANT, Position Description Number D1047000 and is part of the ID Human Resource Office Army, Idaho Army National Guard. THIS POSITION IS OPEN TO CURRENT MEMBERS OF THE IDAHO ARMY NATIONAL GUARD OR IDAHO AIR NATIONAL GUARD. THIS POSITION IS TEMPORARY NOT TO EXCEED 1 NOVEMBER 2025. Responsibilities 1. Provides technical assistance and guidance to supervisors, leadership, and various staff members in the operation, maintenance, and capabilities of various Human Resource Information Systems (HRISs) such as automated personnel systems, automated records management systems, case management systems, personnel records applications, HR In-Processing via virtual platforms, and virtual personnel services. Assists a senior HRSIS in directing and monitoring operations and maintenance of HRISs. Within the HRISs, analyzes quality control queries, rejected data entries, and data reconciliations. Analyzes reports and daily products to determine trends, identify problem areas, and recommend modifications, additions, or deletions of products. Responsible for analysis of HRIS generated reports ensuring they conform to requirements and meet quality standards. Assists a senior HRSIS with compliance review and submission of Position Organization Address (POA) and Organizational Hierarchy (OH) changes to National Guard Bureau (NGB). In accordance with published guidance, verifies that system enhancements and system patches are working properly. 2. Assists a HRSIS with training to familiarize HRO staff, HRO remotes, and supervisors with the HRIS. Advises applicable personnel of any updates for coding, system transactions, and maintaining system security. Provides input for the development of Standard Operating Procedures (SOPs) to be used by HRO staff and customers. 3. Provides advice on the use of data for compiling personnel and statistical reports and preparing personnel action documents. Applies a practical knowledge of human resources management rules, regulations, policies, and procedures that have impact on, or are related to, HRIS. Researches and analyzes problems while monitoring actions requested to ensure that problems encountered are fixed. Reviews data flow action to ensure that interfacing systems are updated initiating the re-flow process when necessary. Ensures HRO staff is informed and trained on system changes including patches, messages, and system advisory notices. Identifies system operational problems and works with local Information Technology (I.T.) and NGB to coordinate activity for timely resolution. Uses automated system to effectively process personnel actions in accordance with the Guide to Processing Personnel Actions and local personnel systems checklists as required. 4. Serves as the backup for monitoring and controlling HRISs access. Performs user account management services by identifying users to be added/deleted/modified. Controls groups by assignment and reviews system privileges to ensure confidentiality. Provides customer service for HRIS helpdesk tickets, requests for information, and/or assistance. 5. Performs other duties as assigned. Requirements Conditions of Employment Qualifications Military Grades: E-1 THROUGH E-9, WO1-CW5, O-1 TO O-3 THIS POSITION IS OPEN TO CURRENT MEMBERS OF THE IDAHO ARMY NATIONAL GUARD OR IDAHO AIR NATIONAL GUARD. GENERAL EXPERIENCE: Work performing clerical, assistant, or technical work which requires knowledge of the procedures, established guidelines, and techniques involved in carrying out the work of the organization. Minimum Requirements: Administrative or clerical experience, education, or training which demonstrates the candidate's ability to perform the duties of the position. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 12 months experience in the interpretation and application of regulations, procedures or laws. Experience that provided a working knowledge of administrative functions. Experience performing personnel transactions. Experience working independently and setting priorities with very little supervisory control. Education Substitution of Education for specialized experience - Completion of 2 academic years of education in an accredited college or university will satisfy the requirements for 3 months of specialized experience. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.
