The Idaho Transportation Department (ITD) is currently hiring a Financial Specialist, Senior in the Financial Services Project Accounting office at the Boise Headquarters.

The incumbent will use accounting theory and practice to ensure the agency applies Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards correctly and consistently. The incumbent will be responsible for performing a variety of project accounting activities and will be cross-trained to cover several critical areas involving project setups, adjustments, billings, reviews, audits, and closeouts. The incumbent must possess a high level of focus and attention to detail to manage complex funding and expenditures on projects in the department’s financial accounting system.

EXAMPLE OF DUTIES:

  • Assist District and Headquarters customers with their Project Accounting needs. The projects involve highways, maintenance, and other transportation-related activities. This position will be able to handle project accounting setups using multiple systems, perform budget adjustments, and make accounting adjusting entries.

  • Reconcile and audit department financial accounting project expenditures and budgets with ITD internal systems and Federal systems for completeness and compliance with federal and state laws and agreements.

  • Respond to audit requests and inquiries from Federal agencies and State Legislative Auditors.

  • Utilize current information technology to analyze, research, and maintain financial data, develop financial documents, utilize system reporting, and resolve issues.

  • Design, modify, and implement financial accounting systems or has a significant role in their development.

  • Participate in developing policies and procedures for financial reporting systems and conducts research into the financial needs of ITD.

  • Analyze technical financial problems and provide professional assistance and advice concerning their solutions.

  • Work independently and collaboratively for the successful completion of accounting and financial tasks

  • Minimum Qualifications:

Good knowledge of accounting principles and practices

Experience:

  • Developing and preparing financial documents;

  • Using a personal computer to develop, analyze, and report on financial data

  • Analyzing financial activities and recommending management action

    Preferred qualifications:

  • Bachelor's degree in Accounting, Finance, or related field with minimum of 20 semester hours of accounting and three years' experience in financial reporting and a working knowledge of generally accepted accounting principles.

  • Solid organization skills with attention to detail resulting in timely and accurate work products.

  • Must be able to effectively communicate both orally and in writing.

  • Previous Project/Grant Accounting experience.

  • Experience with Audits and replying to compliance and requirements requests.

  • Experience gathering data from multiple financial systems, analyzing data, integrating data, and validating data for accuracy and developing reports/scripts/inquiries to aid with process improvements and making informed business decisions.

  • Work proficiently with Excel and Word.
