Summary Statement

The Boise Police Department is seeking a skilled analyst proficient in conducting a variety of statistical and descriptive analyses using specialized software tools and critical thinking skills to identify trends, patterns, and complex problems. Once patterns are identified, this position is responsible for generating strategic, tactical, and administrative products that guide effective crime reduction and prevention strategies. Working under general supervision, this role plays a key part in supporting data-driven decision-making to enhance public safety.

Essential Functions

Handles moderately complex issues and problems and refers more complex issues to higher-level staff. Is capable of performing all duties of a Crime Data Analyst I and provides team support and training, as needed.

Conducts sophisticated all-source intelligence analyses to identify trends, patterns and complex problems. Utilizes a variety of systems, databases and open sources. Understands and thinks critically about all aspects of the intelligence cycle and all components of the law enforcement. Seeks out and develops new initiatives to support the police department's overall mission.

Generates strategic, tactical and administrative products that guide strategies for both crime reduction and prevention. Turns complex data into understandable, actionable information.

Communicates intelligence information to all levels within the police department, law enforcement partners and the public. Collaborates with other intelligence professionals, patrol officers, detectives and command staff. Represents the intelligence unit at inter-agency working groups and fosters new external partnerships.

Coordinates, plans and provides analytical support for special projects and assignments. Understands legal issues related to the analytic process and within the law enforcement environment. Prioritizes and resolves requests for intelligence. Seeks ongoing training, professional certification and self-improvement.

Requirements

Required Knowledge, Experience, And Training

Bachelor’s degree and two years of relevant experience in research, analysis or intelligence, or an equivalent combination of education and experience.

Knowledge of: crime/intelligence analysis processes; interpretation of crime statistics from many sources; the relationship between law enforcement, courts and corrections at the local, state and federal level; computer usage including related software; Structured Query Language (SQL) queries to extract data from multiple sources; and the tools and techniques employed in crime analysis.

Ability to: employ the scientific method - generate and test hypothesis to develop conclusions; identify and evaluate sources of information; identify and apply structured analytic methods, techniques and tools to produce products; employ a variety of technology sources to exchange and collaborate on products and information; brief command staff, officers and agency partners; manage analytical projects, including the development, review and delivery of a product; develop effective and informative verbal presentations; keep up-to-date with local, regional, national and global changes in crime, intelligence, events and behaviors; apply privacy, civil rights and civil liberty protections in the analytic process and products; communicate effectively in the English language at a level necessary for efficient job performance; and perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.

Preferred Knowledge, Experience, And Training

Four years of relevant experience or a combination of education and experience with two years of experience in law enforcement.

Knowledge of: data analytics platforms such as PowerBI or Tableau; analysis processes, types, functions and assessments; classification restrictions; and laws and procedures about sensitive and confidential information.

Special Requirements

Applicants must be able to pass:

City of Boise background check processes which includes a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation

Polygraph Exam

Criminal Justice Information System background check (CJIS)
