Job Description:

Job Summary:

The Commissioning Manager has management responsibility for delivery of all Startup, Commissioning and Testing related activities for the project, while ensuring the work is performed in conformance with the project objectives and requirements. The Commissioning Manager's principal areas of responsibility are safety, quality, and schedule related to commissioning activities.

Essential Duties and Responsibilities:

The Commissioning manager's assigned duties and responsibilities are those specifically related to planning, supervising, and executing startup activities and shall include, but shall not be limited to the following:

Coordinating commissioning, startup, and testing activities

Preparing startup and field-testing plans, documentation, and forms

Liaising between the Constructor, Engineer, and Owner for all startup and testing activities

Developing a comprehensive schedule for startup activities and providing regular schedule updates. The startup and testing schedule shall be incorporated into the Progress Schedule

Scheduling and leading startup, testing, and commissioning planning meetings

Conducting coordination meetings during startup, testing, and commissioning at least weekly

Assist with coordinating manufacturers' services and their certification of proper installation and/or operation of equipment as required by the specifications

Overseeing all startup, testing, and commissioning activities, including either direct participation in the activities and/or oversight and monitoring of activities. It shall be the startup manager's responsibility to assure that all tests have been completed in accordance with accepted testing procedures

Ensuring readiness for and coordinating maintenance, repair, and adjustment of equipment and systems during startup testing, and commissioning

Conducting or overseeing pre-test checks to ensure readiness for testing

Verify all piping hydrostatic testing and flushing has been completed prior to field testing connected equipment

Ensuring all testing equipment is in proper working order and has been calibrated to appropriate standards

Coordinate and oversee electrical acceptance testing

Coordinate and oversee the functional testing of the facility

Coordinate and oversee Emissions and Performance testing of the facility

Promptly reports Safety, Health, or Environmental incidents or issues to management, and promptly takes action to correct the situation

Advise Maintenance, Engineering and other departments on complex technical matters

Plans, manages and coordinates all project commissioning Team recruitment/ manning (Operations and Maintenance) as well as post commissioning manning requirements

Coordinates with O&M Team to prepare post commissioning operations Scenarios /overhaul philosophy/emergency requirements

Determines work priorities, approves alterations to shift crew, plans / reviews day to day project /commissioning activities in line with targets

Reviews commissioning procedures/ P&ID, attends technical project technical review meetings (HAZOP/SIL, Design studies etc.); attends vendor workshop for acceptance tests and comments on shortfalls

Studies and analyses complex technical problems/constrains connected with the Plant operation/Maintenance including diagnosis of problem situation and recommends /approves / plans solutions

Ensures that spare parts and the required materials are ordered in accordance with planned maintenance schedules

Ensures all operating/maintenance/vendor documentations including reports, drawings, and specifications, are complete and accurate, and that they are handed over to the Company as per project requirements

  • Prepares and monitors Operations and Maintenance commissioning project budgets, performance and utilization and provides periodic reports for management

Initiates, reviews and endorses amendments to:

  • Permit to Works

  • Standing instructions

  • General Operating Procedures

  • Operating Procedures and

  • Maintenance Preparation Procedures

Job Requirements:

  • The successful candidate should be able to demonstrate the following competencies:

  • Knowledge of Balance of Plant (BOP), Operating and Maintenance Principles (incl. Pumps, Compressors, Fans, Blowers, Process Controls Principles, Etc.)

  • Ability to address Change Management

  • Knowledge and ability to manager Contracts and Subcontracts

  • Knowledge and expertise in Commissioning Principles (incl. Construction Completion Requirements, Pre-Commissioning Requirements, Commissioning Requirements, Verification Testing Requirements, Performance Testing Requirements, Emissions Testing Requirements, Cleanliness Criteria Requirements)

  • Strong Communication, leadership, teamwork, and presentation skills

  • Knowledge of OSHA Requirements (incl. General, Lockout / Tagout, Arc Flash Hazard Requirements (NFPA 70E) and Fuel Gas Piping System Requirements (NFPA 56))

  • Strong Problem-Solving skills

  • Skills and experience in Project Planning and Controls

  • Skills and experience in Risk Management

  • Understanding of Project Life Cycle

  • Ability to perform in a fast-paced, multitasking environment

  • Proficient with use of Microsoft Office Products (Access, Word, Excel, Power Point and Outlook)

Physical Requirements:

  • Must be able to traverse and inspect all areas of jobsite in all types of weather; this may include walking, climbing, reaching, bending, crouching, kneeling, crawling or stretching

Education / Experience:

  • BS in Engineering (Mechanical or Electrical preferred) with experience in complex commissioning projects or equivalent

  • 15+ years diverse experience in the plant operations / maintenance / commissioning activities in a related industry with minimum 5 years at Managerial level

  • Excellent functional knowledge and experience of all areas of plant commissioning, operations and /or maintenance technology

  • OSHA-10 is required, OSHA-30 is preferred

Salary Range:

$96,400.00 - $168,700.00
