Position:

The Idaho Department of Environmental Quality (DEQ) is currently seeking a passionate and skilled Drinking Water Protection Analyst, Analyst 3 for the Drinking Water Protection and Finance Division for the State Office located in Boise.

Salary Range: $29.75 - $33.71

Responsibilities:

As a Capacity Development and Operator Certification Analyst, you will have the opportunity to:

· Lead the review and enhancement of the Capacity Development Strategy in alignment with EPA guidelines, while developing tools and guidance to facilitate the improvement of technical, financial, and managerial capabilities for public water system owners and operators.

· Coordinate closely with EPA, third-party service providers, and internal staff to streamline capacity development efforts and technical assistance referrals.

· Oversee the maintenance of the DEQ "System Classification and Supervision Requirements" website, while ensuring all quality control and operator certification reports are in compliance with EPA standards.

· Contribute to the development and maintenance of a comprehensive sanitary survey training program and assist in performing audits on sanitary surveys statewide.

· Take charge of maintaining the auto-dialer program and resolving any associated issues, alongside coordinating with field staff and deploying the application as needed.

· Drive program planning initiatives, participate in violation reviews, coordinate the Area Wide Optimization Program, and deliver training for internal and external clients.

• Minimum Qualifications:

  Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.

AND

At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.

OR

Possession of a master's degree in any of the above fields AND   at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.

Describe how you have gained two (2) years of experience involving interpretation and application of federal and/or state environmental rules and at least one (1) year experience developing guidance and/or policies.

Physical Requirements:

• Ability to sit and work on a computer for 2-4 hours at a time.

• Some periods of heavy reading and typing are required.

• Some travel may be required.

• Occasional travel required.
