Budget Analyst:

  • Budgetary Analysis and Reporting:

    • High level budgetary analysis and reporting for decision making by upper management. Examples of this analysis include salary savings projections and budget forecasting.
    • Work with departments as a consultant to assist in improving their budgeting processes including increasing tracking efficiency, system training and answering department questions.
    • This position works with various departments to analyze their activity and propose methods to improve their forecasting and processes. The incumbent must be able to listen and understand the department\'s needs (as well as the university\'s needs) and discuss budgeting issues in a civil manner.
  • Responsible for Local and Appropriated budget development, management, reporting and executing and posting budget transfers.

Budget Analyst, Senior:

  • Responsible for processing position requests, performing a large portion of the HR and Budget systems comparison, and assisting with the Appropriated Budget Book production. In addition, assisting the Director and Associate Director with a variety of budget projects.
**Department Overview:** The Boise State University Office of Budget and Planning (OBP) is committed to delivering outstanding service to the university community and public stakeholders in a transparent, efficient and effective manner. Our work includes planning and allocating financial and human resources in support of the university\'s strategic plan, developing and submitting State budget requests and required reports, producing objective, accurate and timely analysis to inform planning, decision making and policy formation, managing the overall university-wide budget and providing training to campus units to promote effective and efficient budgetary practices. **Level Scope:** Budget Analyst: Fully competent and productive professional contributor who applies acquired job skills, policies and procedures to complete substantive assignments/projects/tasks of moderate scope and complexity. Works independently with general supervision; exercises judgment within defined guidelines and practices to determine appropriate action. May provide guidance and assistance to entry level professionals and/or support employees. Budget Analyst, Senior: Recognized subject matter expert who knows how to apply theory and put it into practice with in-depth understanding of the professional field with limited oversight from managers. Independently performs the full range of responsibilities within the function; requires deep job knowledge of area typically obtained through higher education combined with experience. Manages large projects or processes and problems faced are difficult and often complex; analyzes problems/issues of diverse scope and determines solutions. May manage programs that include formulating strategies and administering policies, processes, and resources; functions with a high degree of autonomy. Influences others regarding policies, practices and procedures. **Essential Functions:** 60% of the time the Budget Analyst must:

  • Review and analyze over-budget balances in assigned areas and ensure deficits are corrected in accordance with policy.
  • Analysis and approval of position budget requests, evaluation variables to determine the level of processing required and verifying adequate budget.
  • Maintain communications and training for university employees on best practices for budgeting.
  • Work with departments as a consultant to assist in improving their budgeting processes.
  • Notify department staff of errors, answer questions and provide uidance on next steps.
  • Review all online Budget Position Action Request Forms.
35% of the time the Budget Analyst must:

  • Understand internal policies and procedures, generally accepted accounting principles and SBOE policies.
  • Work as a liaison between OBP and other campus departments.
  • Process position budget requests, budgetary analysis and reporting and special projects as assigned by the Director and/or Associate Vice President, Budget and Planning.
  • Have knowledge of university budgets, process flows, HR systems and position budgeting experience.
  • Work with other departments as a \'consultant\' to assist in improving their budgeting processes.
  • Work with various departments to analyze their activity and propose methods to improve their forecasting and processes.
  • Coordination with office staff to assist in various tasks. This includes upgrade testing of the new budgeting system.
  • Develop and document procedures for complex analysis and reconciliations.
  • Provide mentoring, cross-train and backup other accountants with the possibility of supervision.
5% of the time the Budget Analyst must:
