Job Description

The Stormwater and Streets Operations Manager is responsible for the day-to-day operations of the repair and maintenance of the City's streets and stormwater system. Through computer-based applications, this position will ensure the efficient use of personnel and resources in order to comply with the conditions of the City's NPDES permit and respond to citizen requests in a timely and thorough manner. Supervisory responsibilities include, technical and administrative work directing the construction, maintenance and repair of principal thoroughfare facilities in the City, which include sidewalks, roadways, aquatic water ways, seawalls, bridges, street sweeping, line cleaning and repair, deep line repairs, mowing operations, heavy equipment, streetscape maintenance, and equipment service center. Work is performed under general supervision of the Assistant City Civil Engineer.

Essential Functions

  • Plans, organizes, manages, and coordinates the activities of a large group of employees, equipment operators, maintenance workers, laborer, and clerical personnel.

  • Plans, manages, and coordinates construction, maintenance and repair projects pertaining to streets, sidewalks, curbs, storm drains, gutters, storm sewers.

  • Manages all related tasks for compliance with the City’s National Pollution Discharge Elimination System (NPDES) permit.

  • Assists in the conversion of the stormwater atlas to a digital portable system.

  • Receives and responds to complaints and takes necessary corrective action.

  • Develops vendor work orders for work within the right-of-way, supervises vendors during execution of approved work, and reviews/approves payment requests for such work.

  • Supervises all field personnel within the Stormwater Maintenance Section and Street Division, including their selection, training, safety, appraisal and discipline.

  • Prepares design sketches, performs takeoffs, and procures materials for in-house repair of stormwater infrastructure.

  • Plans work projects; makes cost and labor estimates and work schedule.

  • Prepares budget and monitors expenditures.

  • Oversees the inspection of work performed and of work in progress.

  • Maintains a variety of records and prepares reports on activities.

  • Conducts condition assessments, progress monitoring and reporting of maintenance needs.

  • Attends pre-construction meetings and assists with construction management of capital improvement program projects.

  • Assists in the recommendation and development of personnel and operational policies and procedures.

  • Coordinates activities as needed with federal, state and regional agencies.

  • Inspects and directs the efficiency and quality of ongoing construction.

  • Any other tasks as required to maintain operation of the City’s right-of-way.

Knowledge, Skills and Abilities

  • Knowledge of applicable public works construction and maintenance practices and specifications mandated by federal, state and local government regulations, permitting rules and industry standard construction methods.

  • Knowledge of NPDES permit compliance requirements.

  • Knowledge of construction contract management.

  • Knowledge of the department procedures, rules, and regulations.

  • Knowledge of civil engineering methods and equipment pertinent to street and stormwater system construction, maintenance, and repair.

  • Knowledge of office methods and procedures.

  • Some knowledge of first aid.

  • Some knowledge of GIS applications.

  • Use of a variety of Microsoft Office Suite products to include Word, Excel, and Outlook, at an intermediate level.

  • Use (or ability to learn) of Oracle, the City’s financial management software.

  • Reviewing contract plans, specifications, and all related construction documents.

  • Ability to work a flexible work schedule that includes weekdays, weekends and evenings as needed.

  • Ability to communicate effectively both orally and writing.

  • Ability to understand and carry out complex oral and written instructions:

  • Ability to effectively supervise and train assigned employees and enforce regulations, polices and safety practices with firmness, tact and impartiality.

  • Ability to plan, direct and coordinate the activities of several occupational groups engaged in concurrent but diverse work projects.

  • Ability to successfully manage public interaction and complaint response.

  • Ability to establish and maintain effective working relationships with the general public, City officials, and associates.

  • Ability to work outdoors in severe weather conditions (e.g., extreme heat).

Minimum and Preferred Qualifications

  • Bachelor’s degree from an accredited college or university is required.

  • Five (5) years of experience in street and stormwater system general maintenance, construction and repair work is required .

  • Two (2) years minimum experience of supervisory work in drainage and variety of public works or similar projects is required .

  • Possession of valid State of Florida Class “B” CDL driver’s license is required .

  • Engineer in Training (EIT) Certification or;

  • Certified Underground Utility and Excavation Contractor or;

  • Certified General Contractor is preferred.

BENEFITS SUMMARY

Full-Time Non-Bargaining Employees

ANNUAL LEAVE: Shall accrue prior to an employee attaining permanent status in the classified service, and may be used after six (6) months of employment at the sole discretion of the Department Head, but it shall not be paid out upon resignation or termination unless the employee has attained permanent status (one full year). The maximum accrual is 360 hours.

CASH OUT OF ANNUAL LEAVE: Employees who have attained permanent status shall be permitted to cash out up to forty (40) hours of accrued and unused Annual Leave, either in a single lump sum payment or two or more partial payments, each fiscal year.

SICK LEAVE: 8 hours per month. Any hours in excess of 960 will be paid off annually at 50%. Upon retirement, employees with a minimum of 5 years continuous service will receive 50% of sick leave balance. Termination for reasons other than retirement shall be entitled to payment for accrued, but unused sick leave, as follows:

HEALTH INSURANCE (Premiums): Employee Medical (Base Plan) - Paid 100% by City. Employee contributions are required for the buy up employee coverage plans. Employee Dental (DHMO or Basic PPO Plan) & Vision (Basic Plan) paid 100% by City. Employee contributions are required for the Employee + Dependent(s) for the Medical, Dental, & Vision Plan.

CONTINUOUS SERVICE BENEFIT: As of December 1 each year - Paid during the month of December.

RETIREMENT PLANS: The two pension/retirement options are listed below:

  • An option to enroll in a Defined Contribution Retirement Plan. The Defined Contribution Retirement Plan will not require a mandatory contribution. The City will contribute seven (7%) percent of the annual base wages annually. The vesting period for this plan shall be one (1) year from date of hire in the classified service, which coincides with your one-year probationary period.

  • An option to enroll in a Defined Benefit Retirement Plan option is available. There is a ten (10) year vesting period with a multiplier of 2.00% at normal retirement and a mandatory seven and three-quarters (7.75%) percent employee contribution.

  • The two (2) options will be fully explained prior to an irrevocable selection.

Optional: 457 Deferred Compensation Savings Plan is available.

HOLIDAYS: 14 per year: 11 recognized holidays and 3 floating days which are allocated for the fiscal year beginning October 1, to all 8 hour per day employees. Employees hired between October 1 and March 31 shall receive 3 floating holidays. Employees hired between April 1 and September 30 shall receive 1.5 floating holidays. Floating holidays must be used within the fiscal year. Non-task employees working 10-hour days receive 10, 10-hour paid holidays but do not receive floating holidays.

FUNERAL LEAVE: Up to 3 workdays - In State; Up to 5 workdays - Out of State

TUITION REIMBURSEMENT: Full-time employees are eligible for tuition reimbursement as outlined in the City’s Tuition Reimbursement Policy which is available in Human Resources and subject to the availability of departmental funds.

MILITARY LEAVE: Members in military reserve units who attend annual training are entitled to paid leave not to exceed 30 days each calendar year.

EAP: Employees, spouses, and eligible dependents have access to five (5) face-to-face sessions with a counselor through Cigna's Employee Assistance Program (EAP). Services include assistance with legal, financial, parenting, elder care, pet care, and identity theft.
