POSITION PURPOSE: (Why does this position exist?) This position supports a wide and varied range of business analysis and system support needs for multiple program areas within the Comprehensive Care Advocacy (CCA) department. The Senior Business Analyst serves as the link between the department's information technology capabilities and its business objectives. A primary objective of the position is helping the Comprehensive Care Advocacy program leadership identify, analyze, and implement technology solutions in a cost-effective way by t and communicating them clearly to stakeholders, facilitators and partners. Additionally, the Senior Business Analyst acts as a liaison between departmental end-users, technicians, IT staff, consultants and vendor organizations in the analysis, design, configuration, testing and maintenance of Comprehensive Care Advocacy systems to ensure optimal operational performance. The position identifies opportunities for improving business processes through information systems and/or non-system driver changes and assists in the preparation of proposals to develop new systems and/or operational changes. ACCOUNTABILITIES: Business Analysis - All Comprehensive Care Advocacy Systems Consults with CCA program leaders and key colleagues to identify, define and document business needs and objectives, current operational procedures, problems, input and output requirements, and levels of systems access. Provides business requirements definition and documentation and communicates them clearly to stakeholders, facilitators and partners Leads development and documentation of business & system workflows in collaboration with CCA program leaders, end users, and other key stakeholders Distributes communications about department systems and technology Identifies needs and opportunities to improve efficiency, compliance, consistency and best practices using automated systems Supports system upgrades. Coordinates communications with IT teams, technical support areas and end-users. Regularly reports to management regarding status of systems projects, including resource needs, barriers, and successes Analyzes the feasibility of, and develops requirements for, new systems and enhancements to existing systems; ensures the system design fits the needs of the users. Uses business requirements to drive the design or review of test cases, process change requests, and manage a project's scope, acceptance, installation and deployment. Identifies gaps between CCA business needs and systems solutions, works with IT to determine scope of gap resolution, and supports development of workarounds for gaps not feasible to close. Develops and implements change management strategy dependent on the scope and impact of planned system changes. Maintain knowledge of current trends in technology and identify to leadership any opportunities that may benefit the organization. Develops the business case, the charter, and cost summaries for Comprehensive Care Advocacy IT charters and monitors charter progress work through completion. Performs other duties as assigned. Business Analysis - Care Management System Provides business expertise in the development, implementation, and enhancement of the Care Management System configuration needs, assuring alignment with defined business objectives. Serves as the Care Management systems liaison, working in close collaboration with CCA leadership and end users, IT, user groups, and external vendors. Serves as the project lead for Care Management systems work and advocates for the system needs of the Comprehensive Care Advocacy department, documents workflows, completes user acceptance testing, and serves on interdepartmental committees and user groups as needed. Identifies and prioritizes Care Management system gaps, works with IT and the vendor to determine scope of gap resolution, and supports development of workarounds for gaps not feasible or closed. Systems Administration/Configuration/Hardware & Softw re Support Identifies user hardware/software problem trends & coordinators associated troubleshooting. Identifies and obtains appropriate resources for the resolution of complex problems; works with IT and vendors as appropriate to resolve issues; contacts appropriate resources for additional assistance. Coordinate with IT the distribution and implementation of new application releases including staff located outside of 8170. Tests and validates new application releases. Configures hardware and software systems to meet departments' needs. Systems include but are not limited to: -, -Perceptive Content/ OnBase electronic document management system, IVR desktop/ phone communication system, SharePoint, all department websites and pages, databases created specifically for -CCA users, systems aspect of Coach & Communicate, -Care Management System, Epic templates and interfaces/ integration between -the Care Management system and Epic. Evaluates needs for new and revised systems; identifies possible improvements in computer systems; makes recommendations for purchase of new information systems hardware and software; negotiates with vendors for services and products; oversees work of vendors. Provides capacity planning, monitoring and maintenance of designated systems, identifying trends or problems and ownership of addressing trends/ problem resolution with -IT teams. Establishes and maintains Internet and Intranet web sites and web pages; provides technical support in creating content areas; builds on-line forms and connects them to databases; provides technological solutions that can be applied to the ongoing development of a department's on-line presence; provides technical support for automating traditional processes; translates conceptual Web page designs into HTML or script templates. Interacts with other departments as needed for communication of system enhancements and changes (e.g., Workers Comp, Utilization Management, Health and Care Engagement Systems). Facilitate and coordinate Business Continuity Planning for CCA including the annual updating and tabletop testing. Facilitates and coordinates the semi-annual Security Access Review oversight process ensuring timely and appropriate access to information assets for CCA. Closely collaborates with the Health and Care Engagement Systems team to establish and monitor security and system access for CCA. REQUIRED QUALIFICATIONS: Bachelor's degree in business, healthcare administration, information systems, nursing, or related field Five year's experience working with information systems in a health care setting Five year's experience working with procedures and methods for testing business functions within computer systems Proficient with methods of gathering, developing and documenting business and system requirement specifications and workflows Demonstrated organizational and problem-solving skills, interpersonal and relationship building skills Ability to conduct cost/benefit analysis Strong understanding and knowledge of disease and case management Ability to deal with ambiguity and changing priorities Strong written and verbal communication skills, including ability to communicate technical concepts to non-technical users Must be a strong team player, interested and dedicated to improving overall team and department performance Ability to prioritize and manage time and projects effectively Ability to seek out and adopt relevant new tools and technologies Ability to work with a wide range of customers within and outside of...
