Position Summary Information
General Summary
TheAdministrative Contract Manager ( ACM )manages contracts for facilities, property management, construction, professional services, goods and services to support the Production Department. The ACM also works collaboratively with departmental and division technical managers/staff.
Essential Functions
Manages all administrative provisions of the contract including the performance period and contract value, cumulative cost of all tasks issued under basic ordering agreements, indefinite delivery/indefinite quantity contracts, and emergency and goods/services contracts
Coordinates with specific parties to schedule and conduct all pre-bid/proposal meetings
Schedules and conducts preconstruction meetings with contractors/vendors and WSSC Water staff
Manages compliance of all contracts, including subcontracting utilization, in support of the Minority and Supplier Diversity & Inclusion programs
Collaboratively works and coordinates with technical managers and the Procurement Office, approveing and issuing change orders and field orders
Serves as the WSSC Water representative in accepting and deeming work as complete
Conducts bid-ready contract reviews to ensure completeness
Confers with management personnel to determine needs and coordinates with Procurement to develop appropriate contract tools
Analyzes any problems with contract specification requirements, service delivery, and feasibility
Works with the Procurement and/or Departmental Offices to Investigate and analyze contractor complaints and inquiries
Establishes and maintains databases to track and monitor all contract information and keep complete and accurate records
Serves as a liaison for the contracting process by addressing concerns and obstacles of contracts, internal client issues, writing/editing scopes of work, and monitoring/sharing successes of contracts
Trains others in contract compliance and enforcement
Other Functions
Works with technical managers and staff members in receiving, reviewing, approving and processing invoices, submittals, and deliverables
Performs other duties as assigned

Required Knowledge, Skills, And Abilities
Extensive knowledge of general contracting processes, rules and procedures
Knowledge of the principles, practices, selection and uses of all types of design, construction and rehabilitation contracts
Working knowledge of utility or water and wastewater design, construction and rehabilitation
Skill in performing engineering computations, estimates and measurements
Effective verbal and written communication skills
Knowledge of basic maintenance and repair management techniques
Ability to understand maintenance and repair faults when working with technical managers
Ability to work with contractors, state, county, local agencies and the general public
Ability to manage and coordinate multiple contracts concurrently
Ability to identify, develop and implement initiatives, plan programs and perform outreach
Strong teamwork skills
Minimum Education, Experience Requirements
Bachelor’s degree
3+ years’ experience in procurement and contract administration
OR
High School diploma or equivalent
7+ years’ experience in utility or water, sewer, and wastewater systems in the utility industry that includes tracking and managing documents, contracts and/or policies, invoices, contract issues, resolutions to technical issues, and proactively resolving any utility industry procedural and policy issues
Additional Requirements
Possession of a valid driver’s license, with no more than 4 points, and the ability to obtain and maintain a WSSC Water driver’s permit within 90 days of hire or transfer date
Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter
Preferences
Experience in the utility or water/wastewater industry
Salary$82,732 - $140,868
