Federal Acquisition Service Transportation Operations Specialist (Motor) in Bismarck, North Dakota

Summary This position is A Developmental Transportation Operations Specialist (Motor) using a basic foundation of transportation knowledge to independently perform routine administrative and analytical work of the organization. Location of position: General Services Administration (GSA), Federal Acquisition Service (FAS), Office of Fleet Management (QMD) Zone 3, Bismarck, ND. Responsibilities This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home). Positions include routine telework and remote work arrangements that are geographically specific to: Bismarck, ND area. . This position requires you to reside within one of those areas as the job requires traveling to and working at customers sites on a regular basis. This position is a developmental position duties will progress as throughout the grade levels. Major duties include, but are not limited to the following: GS 09: Receives, prepares for assignment, and assigns or delivers new replacement vehicles to assigned customer activity locations. Coordinates a vehicle rotation program by reviewing utilization patterns to achieve maximum efficiency and economy of fleet operations. With guidance participates in the initiation of vehicle procurement action on replacement and additional vehicles based on established replacement standards and consultation with using agencies. Ensures GSA-F new replacement vehicles are received, prepared for assignment, and assigned or delivered to customer locations under close guidance from higher graded specialist. Under guidance and through marshaling protocols, ensures GSA-F vehicles are prepared for transport to auction facilities or for reissue. Assists in determining vehicle repair and maintenance needs and provides initial recommendations to restore vehicles to good operating condition. Upon request and in support of senior specialist, inspects and evaluates major repairs, accident damage, high repair estimates, or complaints concerning quality and timeliness of vendors. GS 11: Evaluates both governmental and commercial partners’ compliance with regulatory, legislative and GSA-F policy requirements and guidance. Reviews, measures, and recommends improvements in practices and procedures relating to customer service, cost control, and utilization of vehicles and other resources. Analyzes program areas to identify weaknesses or opportunities for improvement. Receives, prepares for assignment, and assigns or delivers new replacement vehicles to customer locations. Provides maintenance and repair services, including body and mechanical repair, glass replacement, towing and emergency roadside services. Assists in evaluating operations to identify maintenance trends and cost reduction opportunities; addresses customer complaints and operational issues; and identifies issues with regulatory, legislative and internal policy requirements and guidance. Inspects and evaluates major repairs, accident damage, high repair estimates, or complaints concerning quality and timeliness of vendors. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. The salary shown in this announcement includes locality pay. Salary will be determined once the selectee's duty location has been established. Or Specialized Experience: This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. In addition to meeting the Individual Occupational Requirements: To qualify at the GS-09, you must possess one of the following: One year of specialized experience equivalent to the GS-07 level or higher the federal service. Specialized experience is experience performing routine assignments pertaining to a fleet of government-owned or commercial motor vehicles. This experience must have included: inputting and/or maintaining data on fleet vehicles in an automated system; answering routine inquiries and providing assistance to fleet customers/clients; assisting with identifying customers vehicle requirements; researching and and/or analyzing fleet operations reports. OR A Master’s degree or equivalent graduate degree OR have completed two full years of progressively higher-level graduate education leading to such a degree, with a major in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, or other fields related to the position. OR Combination of graduate level education and appropriate experience that together meet the qualification requirements of this position. To qualify for the GS-11 you must possess one of the following: One year of specialized experience at the GS-09 level or higher in the federal service. Specialized experience is experience assisting in managing, purchasing, operating, and/or maintaining a fleet of government-owned or commercial motor vehicles. This experience must have included: maintaining data on fleet vehicles in an automated system; answering inquiries from and providing assistance to fleet customers/clients; identifying customers' vehicle requirements; researching and/or analyzing fleet operations. OR A Ph.D. or equivalent doctoral degree or have successfully completed 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Your major study must be in one of the following areas: accounting, business administration, commerce, economics, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR Combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.
