Position Title: Accounting Analyst I, II, III, or Sr (Tax)

Position Purpose:

This position is responsible for the development, analysis, preparation, and evaluation of all federal, state, and local ad valorem (property) and in-lieu-of tax reporting and returns for Basin Electric Power Cooperative (BEPC) and all its subsidiaries. This is done in accordance with Generally Accepted Accounting Principles (GAAP), cooperative policies, and current federal, state, and local laws, rules, regulations, and guidelines. This position is also responsible for researching tax issues, activities, and analysis associated with ad valorem (including in-lieu-of) tax reporting and requirements and responding to tax-related questions. This position will also serve as a backup and provide assistance to other multistate tax analysts regarding sales/use tax accrual activity, and sales/use tax return preparation.

Essential Functions:

  • Analyze, develop, and evaluate all necessary information for the preparation of federal, state and local ad valorem and various in lieu of tax returns, in accordance with various governmental laws, rules, and regulations as required for Basin Electric and its subsidiaries within the United States and Canada. Responsible for accurate preparation of various tax returns including ad valorem, coal conversion, transmission lines, personal property, gross receipts, and all other returns as necessary for all states and countries in which BEPC and its subsidiaries operate. Returns must be prepared in accordance with all laws and regulations, unique to each taxing jurisdiction.

  • In accordance with Uniform Standards of Professional Appraisal Practice (USPAP) standards and Generally Accepted Appraisal Principles, responsible to perform detailed analysis and evaluation regarding methodologies and practices utilized on fair market value determinations prepared by political jurisdictions while conforming to jurisdictional specific laws, rules, and regulations. Provide recommendations to the Tax Director as to any actions to be taken.

  • Responsible for the development and maintenance of all tax schedules necessary for tracking tax-related history for ultimate reporting to multiple internal sources (ie: Government Relations; Marketing; Financial Reporting and Forecasting and Planning) as well as external sources, including external auditors. Responsibilities include the compilation of data, documentation, correspondence and reports for tax inquiries such as audits, appeals, or investigations for BEPC and subsidiaries in addition to researching, analyzing, and evaluating those findings. Research and evaluate findings from audits. Responsible to assist the Tax Director in providing guidance and direction to others in Financial Services, Procurement, and other BEPC personnel to ensure accrual of the proper amount of taxes with the ultimate goal of minimizing Basin's tax liability. Increase departmental and employee awareness of BEPC's tax exposure with the ultimate goal of minimizing BEPC's tax liability and determination of tax impact through the research of tax laws, rules, and regulations for all political subdivisions in which the Cooperative and its subsidiaries currently operate and for potential future activity.

  • Responsible for determination and execution of tax accruals (other than corporate income and payroll taxes) to assure the proper accrual and financial reporting of taxes in accordance with GAAP. This includes the analysis of accrual transactions and reconciliation of all control accounts. Review and analyze all property tax statements for accuracy and accountability, including verification of information relating to apportionment, ownership, and valuation. Develop forecasted multistate tax transactions in conjunction with preparation of the financial forecast and budget.

  • Responsible for the administration and evaluation of all activity associated with the software systems necessary to track all asset activity for ad valorem tax reporting purposes, including the reconciliation to all financial and other software systems and financial reports issued by BEPC. Write and maintain procedure manuals and provide training and coordination with other BEPC personnel and departments to ensure proper reporting of ad valorem activity and usage of software systems. Responsible for monitoring all addition, deletions, or modifications with regard to assets as reported for ad valorem or in lieu taxes.

  • Serve as backup and provide assistance to other multistate tax analysts regarding sales/use tax accrual activity, to ensure compliance with taxation stances/positions developed by the Financial Services Department in accordance with state and local tax laws, rules and regulations. Responsible to assist with any analysis and reporting necessary to secure refunds allowable under state law concerning incentive programs authorized by any state or local legislation, statute, or regulations. Assist in research of BEPC's past sales/use tax accrual activity to ensure compliance with state and local tax laws, rules, and regulations. This includes the formulation of adequate documentation necessary to support Basin Electric's taxation stance/position.

Qualifications :

Accounting Analyst (Tax) I:

  • Bachelor’s degree in accounting, finance, business, or other related financial discipline.

Accounting Analyst (Tax) II:

  • Bachelor’s degree in accounting, finance, business, or other related financial discipline; and

  • Three years of accounting experience.

  • Experience with state departments of revenue audits is preferred.

Accounting Analyst (Tax) III:

  • Bachelor’s degree in accounting, finance, business, or other related financial discipline; and

  • Five years of accounting experience.

  • Experience with state departments of revenue audits is preferred.

  • Experience in completing multiple areas of property, sales/use tax returns is preferred.

Accounting Analyst (Tax) Sr.:

  • Bachelor’s degree in accounting, finance, business, or other-related financial discipline and

  • Seven years of accounting experience.

  • Experience with state departments of revenue audits is preferred.

  • Experience in completing multiple areas of property, sales/use tax returns is preferred.

Other Requirements:

  • Knowledge of accounting principles, and Federal and State regulations.

  • Excellent verbal and written communication skills.

  • Strong analytical and problem-solving skills, strong interpersonal skills.

  • Knowledge of federal and state laws and regulations as they relate to property and sales/use tax, and a thorough knowledge of accounting principles and theory.

  • Proficient with personal computers, including Microsoft Word, PowerPoint, Excel, and general knowledge with computer information systems and relational database concepts.

Typical Physical/Mental/Environmental Demands:

This position requires the ability to remain in a stationary position and to move about the office building, occasional reaching below and above shoulder level, constant use of a keyboard/computer and other office productivity machinery, bending, kneeling, lifting/carrying up to 10 pounds, and pushing/pulling up to 20 pounds. It also requires finger dexterity and hand coordination. This position requires the ability to communicate and must be able to clearly exchange accurate information. It also requires the ability to develop plans, procedures, and goals; present information to others; and work under stress to complete projects within deadlines.
