MITRE’s Naval Operations Department (N235) is seeking a Senior Principal Outcome Lead (OL), who is highly motivated and technically competent to build deep in areas related to Navy, Marine Corps, and Joint Force command and control, maneuver, and fires (C2MF) and, ultimately, bring MITRE’s differentiated value to the warfighter in related mission and technology areas. In general, the C2MF OL will partner with N235, Naval division leadership and leaders across all of MNS to leverage MITRE’s commitment and expertise in mission engineering, modeling and simulation, open physical and digital platforms, and industry partnerships to deliver on quality and technical excellence to the Navy, Marine Corps, and Joint Force. The ideal candidate will have operational knowledge, technical understanding, and acquisition awareness of the most pressing C2MF challenges facing the Navy, Marine Corps, and Joint Force as part of executing Distributed Maritime Operations and other emerging Navy, Marine Corps, and Joint warfighting concepts.

Playing a critical role in helping MITRE solve the most consequential problems requiring integration across technologies and organizations, N235 works across the Naval Division, DoD & Services Center, and larger MITRE innovation ecosystem to expand its unique vantage point of emerging mission and technical challenges facing the Service Components and Combatant Commands. Working with N235 and Naval Division leadership, the C2MF OL will coordinate with cross-functional teams (CFTs) comprised of project leads, technology innovators, enterprise operational analysts, and others to foster a culture of collaboration, expanded partnerships, and innovation to help solve emerging C2MF challenges facing the Navy, Marine Corps, and Joint Force.

Roles & Responsibilities: The N235 Command and Control, Maneuver, and Fires (C2MF) Outcome Lead’s primary roles and responsibilities are as follows:

Identifies emerging C2MF mission and technology challenges facing the Navy, Marine Corps, and Joint Force, and works with N235 and other MNS leaders to leverage existing work/sponsors and identify new opportunities/sponsors to build deep and deliver on quality and technical excellence. Develops potential solutions with CFTs and N235 leadership that are innovative and technology forward in C2MF-related areas, including counter-C5ISRT (counter command, control, communication, computer, cyber, intelligence, surveillance, reconnaissance, targeting) effects and command and control in contested environments. Serves as C2MF technical representative to senior Navy/Marine Corps/Joint sponsors and stakeholders and industry in partnership with N235, Naval Division, and MITRE project leadership. Works top down to identify and combine (as appropriate) multiple project outcomes into larger strategic C2MF-related outcomes that have greater mission impact (e.g., the required coordination between Counter-C5ISRT effects and Joint Fires to ensure Fleet maneuverability and lethality), while further enhancing the projects’ values to individual sponsors and other stakeholders. Informs the development of technical capabilities across N235, Naval Division, D&S Services Center, MITRE Cross-Cutting Priorities and Labs/Platforms, and industry in C2MF-related areas, such as the application of mission engineering and modeling and simulation to guide Information Warfare investments across Joint Operations Centers and Maritime Operations Centers. Works with N235 leadership to assess technical risks and opportunities in C2MF related areas and informs department, Naval Division, and D&S strategy and investments, such as emerging areas in command and control of uncrewed systems and integration with conventional forces. Collaborates with MITRE Internal Research and Development leadership to help drive MITRE investments towards emerging C2MF mission and technology challenges. Provides enterprise leadership in C2MF-related areas by leveraging cross-cutting partnerships across MITRE, Navy, Marine Corps, DoD and civilian government agencies, and industry. Expands MITRE’s partnerships with government laboratories, other FFRDCs, and UARCs, and industry to shape emerging research and development investments to C2MF mission and technology challenges. Attends conferences and other events to expand N235 and Naval Division awareness and technical stature across C2MF-related challenges facing the Navy, Marine Corps, and Joint Force.

Basic Qualifications:

  • Typically, BS and 12 years of related experience in an engineering discipline; or 10 years and a Master’s degree; or a PhD with 7 years of experience; or equivalent combination of related education and work experience.

  • An active TS/SCI clearance and ability to maintain such clearance.

  • Demonstrated expertise in Counter-Command, Control, Communication, Computer, Cyber, Intelligence, Surveillance, Reconnaissance, Targeting effects; and Command and Control in Contested Environment (e.g., individual contributions to reports, briefings, and other engineering efforts).

  • Proven experience in successfully leading diverse teams to accomplish significant multi-disciplinary technical outcomes and deliver data-driven products to sponsors (e.g., project leader experience in managing a large and diverse portfolio of projects with specific deliverables tied to mission impact).

  • Ability to foster an environment that is collaborative and innovative, and experience building partnerships with diverse teams to accelerate problem solving.

  • Proven experience in defining strategic outcomes for complex projects/programs and developing and executing work plans across many teams/contributors and stakeholders.

  • This position requires a minimum of 4 days a week on-site at a MITRE or government sponsor site.

Preferred Qualifications:

  • MS or PhD related to Systems Engineering, Operations Research, Physics, or Electrical Engineering.

  • Hands on experience with tools and technologies related to Command and Control, Maneuver, and Fires (C2MF), including Counter-Command, Control, Communication, Computer, Cyber, Intelligence, Surveillance, Reconnaissance, and Targeting (C5ISRT) effects and systems.

  • Demonstrated understanding of the technical state-of-the-art to support C2MF mission challenges, including C5ISRT systems to enable find, fix, track, target, engage, and access capability solutions.

  • Demonstrated leadership on engagements outside of MITRE, such as an attendee and speaker at military event and/or technical exchange meeting.

  • Experienced engaging with, and communicating and presenting to, senior military officials and technical subject matter experts.

  • Demonstrated ability to coordinate and lead efforts across geographically distributed teams and cross-cutting mission areas.

  • Proven experience partnering across program divisions, labs, and cross-cutting priorities.

  • Active TS/SCI clearance with eligibility for SAP access in C2MF-related areas.

As part of MITRE’s Push to the Pacific initiative, employees hired to this requisition may be eligible to participate in a Hawaii Rotational Incentive program. For select positions with high demand and difficult to fill skill sets, MITRE is proud to offer selected staff the opportunity to receive a 15% lump sum payment each year, for up to 3 years. The above figures are based on current base salary upon selection to the Hawaii Rotational Rotation Program, less tax withholding and other applicable deductions.
