Summary This Administrative Officer position is located within the Facilities Management Service at the Bedford VA Healthcare System in Bedford, Massachusetts. It is full-time at 40 hours per week. Responsibilities The Administrative Officer in Engineering Service deals with widely-diversified organizational units with varied activities on a continuing basis. Duties include, but are not limited to: Performs the full range of personnel management and administration; Provides advice and assistance to managers and staff concerning Federal and agency personnel processes and procedures; Provides advice on solving complex personnel-related problems; Manages budget formulation and execution for a changing budget of administrative expenses involving different funding sources; Prepares budget package for submission to the budget office and responds to all questions from that office; Establishes, organizes and maintains a system of internal controls for the management of funds in allocated cost centers and funds associated with other programs; Reconciles reports with expenditures made from all of the cost centers; Manages procurement and contracting for the organization; Initiates and prepares contracts to secure adequate resources to facilitate operations to include determining appropriate costs, performing costs analysis, soliciting bids, writing sole source justifications and communicating both orally and in writing with contractors; Monitors quality program implementation and indicators designed to prevent erroneous transactions and ineffective work practices and to verify adherence to quality plans and requirements; Applies new policies, provides advice on requirements, maintains administrative systems, and prepares administrative paperwork; and Other duties as assigned. In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is in the Competitive Service. Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/20/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. To qualify for this position at the GS-11 level, you must meet one of the following: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to: Gathering administrative reports and verifying accuracy; Preparing surveys and briefings regarding operations; Conducting departmental budgeting; Performing duties related to financial management and procurement; Assisting with quality management programs; Performing Human Resources administrative duties; Writing position descriptions and job analyses; and Providing advice on complex personnel issues. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR Education: Successfully completed a Ph.D. or equivalent doctoral degree, or 3 higher level graduate education leading to such a degree, or an LL.M. if full years of progressively related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position . OR Combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
