The following are the duties of this position at the full working level. As a technical financial management expert on the assigned program(s), the incumbent researches and resolves the most complicated questions, interprets policies, and "trouble-shoots" program problems that arise. Provides authoritative technical assistance, guidance, and advisory services to lower-graded specialists. Conducts detailed analyses of complex functions and work processes in assigned program(s). Develops or recommends modifications to procedures, program guidelines, project objectives, operations, and resource utilization in order to correct existing deficiencies and suggest changes to improve areas where weaknesses are observed. Develops and implements reporting and information gathering procedures and evaluates operations within the assigned program area(s). Provides management with evaluative reports assessing the effectiveness and efficiency of the operations which are administered throughout the Service. Conducts operational reviews of assigned program(s) to assess compliance with existing guidelines. Identifies trends and/or procedural problem areas, evaluates findings, determines impact of changes in regulations and practices, and recommends corrections and/or appropriate course of action. Prepares Servicewide guidelines, instructions, and other documents to describe new procedures or program changes, and to maintain and improve effective operations of assigned program(s) as administered by all IRS operating units, consistent with agency policies. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below: SPECIALIZED XPERIENCE GS-12: To be eligible for this position at this grade level, you must meet the following requirements. In addition to the basic requirements, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience with IRS functions, programs, policies, regulations, procedures, and operations to evaluate program plans and determine impact of changes on program goals; Experience using cross-functional programs and their interrelationship with assigned program to conduct reviews, studies/projects and coordinate systems and resource utilization of program operations; Experience using analytical and evaluative methods in order to assess and measure effectiveness of program operations, identify gaps or conflicts in program information, consolidate findings and, recommend alternatives; Experience in recognizing significant financial issues and legislative changes that impact assigned programs in order to revise procedures or recommend changes in basic implementing regulations; Experience using the principles of management planning, program and process analysis, management reporting procedures and available system capabilities to resolve operating problems, and providing statistical data or other management information reports; Experience in oral and written communications to conduct briefings, prepare reports, document findings and, disseminate procedural and regulatory information. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages. This is a Bargaining unit position. Tour of Duty: Monday - Friday, Day Shift - Start and stop times between 6:00 a.m. and 6:00 p.m. Alternative work schedule, staggered work hours or telework may be available. In the event that a building is closed due to rent management, new hires may be placed in a local commuting location.
