The following are the duties of this position at the full working level. In a developmental capacity, serves as a technical financial management analyst on the assigned program(s). Researches questions, crosschecks, and interprets data from various sources to obtain accurate information, and provides technical advice on procedures. Conducts detailed analyses of functions and work processes in assigned program(s). Develops or recommends modifications to procedures, program guidelines, project objectives, and resource utilization in order to correct existing deficiencies and suggest changes to improve program areas where weakness are observed. Develops and implements reporting and information-gathering procedures and evaluates operations within the assigned program area(s). Provides management with evaluative reports assessing the effectiveness and efficiency of operations which are administered throughout the Service. Conducts selected operational reviews of assigned program(s) to assess compliance with existing guidelines. Identifies trends and/or procedural problem areas, evaluates findings, and recommends corrections and/or appropriate course of action. For developmental purposes, assists higher-graded analysts in reviewing and evaluating the most complex programs. Recommends changes to Servicewide guidelines, instructions, and other documents to maintain and improve effective operations of assigned program(s) as administered by all IRS operating units, consistent with agency policies. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years. Qualifications Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: BASIC REQUIREMENT: SPECIALIZED EXPERIENCE/EDUCATION GS-07: To be eligible for this position at this grade level, you must meet the following requirements. In addition to the basic requirements, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: Experience using knowledge cross-functional programs and their interrelationship with assigned program to conduct simple reviews and studies/projects; Experience assisting higher graded specialist in the use of analytical and evaluative methods in order to assess and measure program operations effectiveness; Experience assisting in the use of technical methods and practices such as program analysis, process analysis, management reporting procedures and available system capabilities in order to carry out limited projects and to develop simple management information reports; Skill in recognizing tax issues that impact assigned programs in order to make valid conclusions; and skill in oral and written communications to exchange information, to prepare reports, explaining program differences and recommending improvements and/or corrective action. OR EDUCATION: You may qualify based on education as follows: One (1) year of graduate level education at an accredited college or university in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work OR Superior Academic Achievement (SAA) may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of qualifying graduate education and experience equivalent to the amount required. SPECIALIZED EXPERIENCE/ EDUCATION GS-09: To be eligible for this position at this grade level, you must meet the following requirements. In addition to the basic requirements, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Experience with IRS functions, programs, policies, regulations, procedures, and operations to evaluate program plans and determine impact of changes on program goals; Experience with cross-functional programs and their interrelationship with assigned program to conduct pre-selected reviews and studies/projects; Experience using analytical and evaluative methods in order to assess and measure program operations effectiveness, identify gaps, consolidate findings and recommend alternatives; Experience using technical methods and practices such as program analysis, process analysis, management reporting procedures and available system capabilities to resolve operating problems, and provide statistical data or other management information reports; Experience in recognizing financial issues that impact assigned programs in order to make recommendations; and experience in oral and written communications to exchange information, to prepare reports, explaining program differences and recommending improvements and/or corrective action. OR EDUCATION: You may qualify based on education as follows: A master's or equivalent graduate degree in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work. OR Two (2) full years of progressively higher-level graduate education leading to a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work OR LL.B. or J.D., if related OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of experience and education equivalent to the amount required. SPECIALIZED EXPERIENCE/ EDUCATION GS-11: To be eligible for this position at this grade level, you must meet the following requirements. In addition to the basic requirements, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Experience with IRS functions, programs, policies, regulations, procedures, and operations to evaluate program plans and determine impact of changes on program goals; Experience with cross-functional programs and their interrelationship with assigned program to conduct reviews of studies/projects; Experience using analytical and evaluative methods in order to assess and measure effectiveness of program operations, identify gaps or conflicts in program information, consolidate findings and, recommend alternatives; Experience in recognizing significant financial management issues and legislative changes that impact assigned programs in order to recommend changes in implementing regulations; Experience using program and process analysis, management reporting procedures and available system capabilities to resolve operating problems, and providing statistical data or other management information reports; Experience in oral and written communications to conduct briefings, prepare reports, document findings and, disseminate procedural and regulatory information. OR EDUCATION: You may qualify based on education as follows: A Ph.D. or equivalent doctoral degree in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work. OR Three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work. OR LL.M., if related. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of experience and education equivalent to the amount required. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. Tour of Duty: Monday - Friday, Day Shift - Start and stop times between 6:00 a.m. and 6:00 p.m. Alternative work schedule, staggered work hours or telework may be available.
