About this position:

The incumbent of this position is responsible for disposing of excess real property of a complex nature or type, handling of land leases, mineral leases and Special Use Permits, along with the transfer of existing right of way between other public entities. While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service Laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives. This position is domiciled in the DOTD HQ Office: 1201 Capitol Access Rd, Baton Rouge, LA.

This position is in a career progression group up to a Right of Way Agent 4.

This position participates in a Career Progression Group (CPG) and may be filled as a Right of Way Agent 1 or 2. The level at which the vacancy is filled will be determined by the qualifications of the candidate selected. This position provides the opportunity to advance within this job series.

The actual starting salary depends on the education and experience of the selected applicant.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

JOB DISTINCTIONS:

RIGHT OF WAY AGENT 1-4 (Support Services)

Function Statement in the Support Services position, the incumbent of this position is responsible for disposing of excess real property of a complex nature or type, handling of land leases, mineral leases and Special Use Permits, along with the transfer of existing right of way between other public entities. While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service Laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

60% Support Services: Assists in the direction and management of the state property management unit under the direction of a Right of Way Manager. The incumbent processes and handles statewide inquires of a complex nature made via phone, e-mail, or correspondences from the public, District Administrators, local governing authority of public entities (City, Parish, Police Jury, etc.) or State Agencies in regard to the disposal of property by DOTD. Communicates with Right of Way Administrator, Right of Way Supervisors, Right of Way Managers, and the Office of the Secretary, DOTD Engineers, Legal Section and other DOTD personnel, and the Federal Highway Administration in conjunction with the disposition of complex excess property disposals by the Department. Researches, analyzes and complies data; prepares exhibits to process requests made by the public which may include the governor, legislators, individuals, public bodies, or state agencies or as directed by the district to dispose of excess/residual properties no longer needed by the department in accordance with policies set forth by the state and federal Government. Prepares Acts of Sales, Abandonments, Transfer and Acceptance, Agreements, and other legal documents to provide for the sale, transfer of excess or residual property no longer needed by the Department to affect the disposal process. Addresses questions concerning policies, laws, improvement availability, or any other Property Management related issue in order to assist the Department or the public in regards to making a decision concerning their inquiry. Coordinates and ensures accurate and timely computer entry of project and parcel status information during the disposal process. Processes legal documents for payment and recordation in the official parish records to complete transfer of title of the required properties or right of way between the department and the public. Prepares bid booklets for the statewide sale of land, sale of building, and demolition of building. Reviews and validates monies generated on monthly status from the sale of property no longer needed by the Department to ensure accurate Legislative Audit reports. Uses LaGov to track excess property disposals and request checks for payment of contract services related to excess property disposals.

15% GIS Activities: Creates, verifies and enters geographic information system (GIS) data, creates maps from GIS data and other resources, performs database maintenance and other support functions required for GIS work, creates and maintains metadata (critical technical information required for all GIS data).assists higher level GIS personnel in the production of graphics and other special purpose maps, interprets and utilizes aerial photos and highway project drawing in mapping, receives training in general and GIS specific database and computer skills.

10% Property Management Activities: The incumbent is responsible for the identification and processing of uneconomic property remainders and other surplus property acquired on assigned projects. Composes "Sale of State Owned Buildings" and "Demolition of State Owned Building" bid proposal booklets and distributes to interested parties on assigned projects. Prepares sales documents, collects funds paid and transmits funds in the Accounting Section. Prepares contracts for successful bidders and verifies that the demolition is carried out according to the DOTD contract specifications. Processes performance bonds, prepares vouchers, orders checks, and makes payments to successful bidders for services performed.

5% Training and Mentoring Activities: The incumbent is responsible for mentoring and assisting in training persons in Right of Way Agent 1, 2 and 3 positions.

5% Other Duties and Activities: The incumbent is responsible for attending planning meetings, plans in hand, and public meetings as necessary to provide right of way information to the public and other DOTD sections. The incumbent is also responsible for accepting inquiries and answering right of way questions from the public and other DOTD sections via email, telephone and walk-in visits.

5% The incumbent may perform additional duties as necessary to ensure the smooth and efficient operation of the Right-of-Way Section and may be required to perform other duties as necessary including but not limited to emergency disaster support.
