Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus five years of experience in information technology.

SUBSTITUTIONS:

  1. An associate’s degree in information technology will substitute for the baccalaureate degree.

  2. Two years of experience or training in information technology will substitute for the baccalaureate degree. Candidates without a baccalaureate degree may combine experience or training in information technology and college credit to substitute for the required baccalaureate degree as follows:

    30 to 59 semester hours credit will substitute for six months of experience or training in information technology towards the baccalaureate degree.

    60 to 89 semester hours credit will substitute for one year of experience or training in information technology towards the baccalaureate degree.

    90 or more semester hours credit will substitute for one year and six months of experience or training in information technology towards the

    baccalaureate degree.

    A maximum of 90 semester hours may be combined with experience or training in information technology to substitute for the baccalaureate

    degree.

  3. Six years of full-time work experience in any field may be substituted for the required baccalaureate degree. Candidates without a baccalaureate degree may combine work experience in any field and college credit to substitute for the baccalaureate degree as follows:

    30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

    60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

    90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

    120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

    A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

  4. A baccalaureate degree with twenty-four semester hours in computer science, management information systems (MIS), quantitative business analysis--computer science, electrical engineering, information systems and decision sciences, computer engineering, mathematics, telecommunications, or computer information systems will substitute for up to one year of required experience.

  5. A master's degree will substitute for up to one year of required experience.

NOTE:

Multiple specialized degrees and/or master's degrees will substitute for a maximum of one year of required experience.

NOTE:

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

NOTE:

Any college hours or degree must be from an accredited college or university.

Job Concepts

FUNCTION OF WORK:

To serve as a program manager for one or more information technology functions that are outside of the scope of the Office of Technology Services.

LEVEL OF WORK:

Program Manager.

SUPERVISION RECEIVED:

Broad direction from a higher-level manager, administrator or executive. Other reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:

Functional over agency personnel as relative to the assigned information technology program area. Other reporting relationships may be approved by SCS.

LOCATION OF WORK:

State agencies with information technology activities that are outside of the scope of the Office of Technology Services.

JOB DISTINCTIONS:

Differs from IT Supervisor by the presence of information technology program management responsibilities that are outside of the scope of the Office of Technology Services.

Differs from IT Manager by the absence of managerial responsibilities for one or more information technology functions that are outside of the scope of the Office of Technology Services.

Examples of Work

60% Information Technology Functions

  • Working with SubcontractorsManage relationships with external subcontractors for IT projects ensuring they meet project specifications, timelines, and budget. Oversee integration of subcontractor systems with internal infrastructure, and coordinate with relevant teams to ensure smooth collaboration. Assign tasks to subcontractors and review completed tasks.

  • Metering SystemFocus on creating and maintaining the back-end infrastructure for the Capital Area Groundwater Conservation District’s metering system. Responsible for building and maintaining scalable, reliable systems to handle large volumes of data input and processing. Ensure secure data storage, manage databases, and optimize performance. Collaborate with subcontractors to ensure seamless integration between user interfaces and back-end services. Continuously monitor and improve system performance, addressing any issues related to data integrity or system uptime.

  • Invoicing SystemManage the development, customization, and maintenance of the invoicing system. Oversee automation of invoicing processes, ensuring timely generation and delivery of invoices. Troubleshoot issues related to invoicing and ensure system compliance with company policies and accounting standards.

  • Auditing SystemDesign and implement systems to streamline auditing processes. Develop automated tools for tracking compliance and conducting internal audits. Ensure data integrity and proper reporting in alignment with board and regulatory standards.

  • Report SystemDevelop and maintain reporting systems, ensuring they provide accurate, timely, and actionable data. Work closely with the executive director and board of commissioners (the board) to create custom reports and dashboards tailored to board needs. Implement systems that allow for efficient data extraction and report generation to facilitate determination of actions needed to preserve the aquifer system. Ensure historical data is brought current and remains available/accessible for reports to the board, as well as well owner requests for numbers.

20% Office IT Management

  • First Person to Handle In-Office IT IssuesServe as the first point of contact for any in-office ITrelated issues. Troubleshoot and resolve hardware, software, and network issues. Coordinate with IT support teams or third-party service providers when necessary to ensure minimal downtime.

  • Permitted Well Database ManagementManage and maintain the Permitted Well Database, ensuring that it is up to date and accurate. Regularly sync the database with DENR’s SONRIS database to ensure all information is current and compliant with board regulations. Implement tools or processes to automate updates and monitor for discrepancies or data errors between internal systems and SONRIS.

10% Presentations to the Board

  • Preparation and Presentation of Reports to the Board Prepare presentations and reports for the board. This includes but is not limited to summarizing the status of IT projects, system implementations, and performance metrics. Ensure technical information is translated into clear and concise business language for nontechnical stakeholders as well as any public in attendance.

10% Other

  • Miscellaneous Duties Handle additional ITrelated tasks as needed, which could include system upgrades, data management, security protocol implementation, searching for new vendors, or special projects assigned by leadership. Provide support to Administrative Assistant in general office duties, as required.
