Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

Job Distinctions:

Examples of Work

Duties include, but are not limited to:

50% Serves as one of the department's technical consultants on the Office of Group Benefits (0GB) Program and the Flexible Benefits Plan. Requires in-depth knowledge of the 0GB plan document and the Flexible Benefits Plan, eligibility requirements, HIPPA portability regulations, Affordable Care Act (ACA) guidelines, pre-existing condition requirements, etc. Provides consultation to LDH EA staff, Program Offices, Facilities HR Staff, and employees relating to 0GB Program. Serves as one of the contact persons for the Department with plan representatives and is responsible for disseminating information department-wide. May attend 0GB meetings when there are proposed changes to plans. Reviews and evaluates changes/proposed changes in the benefit program and advises LDH Human Resources Director of impact to employees and/or the need to review Department policies/procedures. May assist in coordinating the annual enrollment schedule for the headquarter bureaus/divisions. Performs the reconciliation process for 0GB invoices and deductions for active employees in LDH and surviving spouses. Monitors reports for LASERS retirees to assure proper insurance coverage and payment of premiums. Maintains records of funds received from employees on leave without pay and retirees for payment of insurance premiums.

Serves as one of the Benefits Processors for the more complex benefits activities (late Applicants and Family Status Changes) that may result in benefits/plan changes for LOH statewide. Handles complex insurance and flexible benefits enrollments/changes/terminations that may require an in-depth knowledge for the Section 125 IRS rules and OGB rules/procedures. Must evaluate the change in the employee's benefit plan to determine whether the split premium will result and if so: enter appropriate entries into LaGOV HCM to correct the premium amounts. Processes annual enrollment documents. Run reports from LaGOV HCM to identify deductions not taken due to the employee being on leave without pay. Assesses need for and makes appropriate entries into LaGOV HCM to recover the employee and/or state share of health insurance premiums. Monitors reports to identify employees on leave without pay and on FMLA so that entries can be made to remit the employee's share to OGB from LDH funds: Generate journal vouchers to AFS for state share entries.

Adhere to the Affordable Care Act (ACA) federal guidelines by offering insurance to new hires and/or rehired retirees (individuals did not continue coverage upon retirement) or waive coverage. During each annual enrollment, all employees who choose to waive insurance coverage through LDH/OGB will sign a waiver form for the upcoming plan year. Monitors the ACA report and enters corresponding information to generate a 1095C for tax purposes.

50% Serves as one of the department's technical consultants regarding miscellaneous deductions (miscellaneous vendor insurance, credit unions, United Way, etc.). Receives and disseminates information department-wide regarding these entities. Provides consultation to LDH EA staff, Program Offices, and Facilities HR staff, managers/supervisors, and employees. Audits documents submitted fro miscellaneous deductions for completeness and accuracy and inputs into laGOV HCM system. Review reports to verify accuracy of deductions against source documents. If errors are detected, researches the error and make corrective action, as necessary. Prepares and calculates adjustments to correct miscellaneous insurance overpayment/underpayment per information from the insurance provider or employee in accordance with federal guidelines governing the Flexible Benefits Plan, inputs in the LaGOV HCM system. Responsible for running reports from LaGOV HCM to identify discrepancies between the Flex Benefits options and the miscellaneous deductions set up.

Assist and process retirement for employees through counseling and completion of all retirement[1]related documents. Enter retirement action in LaGOV HCM and submits documents to the appropriate retirement agency.

Receives FMLA Alert Form from employee, agency supervisor, manager, etc., and required medical documents from employee; reviews all information to determine approval or disapproval of FMLA entitlement in accordance with LDH Policy and Federal regulations. When necessary, consult with Human Resources Specialist on issues that are more complex.

May conduct orientation concerning benefits.
