POSITION PURPOSE

Perform oversight duties of Healthcare Reform Reporting functions and enterprise operational readiness as it relates to Healthcare Reform Activities and other regulatory guidance as assigned. Provide analytical, operational, and IT support and consulting services related to implementation of state and federal mandates.

NATURE AND SCOPE

  • This role does not manage people

  • This role reports to this job: DIRECTOR, TAX, SYS & FINANCIAL PROJECT

  • Necessary Contacts: In order to effectively fulfill this position, the incumbent must be in contact with:All levels of internal personnel; providers, subscribers, external auditors, governmental agencies, other Blue Cross plans, and agencies/businesses as needed to obtain information needed.

QUALIFICATIONS

Education

  • Bachelor's in Accounting, Computer Science, or a business related field required

  • Four years of related experience can be used in lieu of a Bachelor’s degree.

Work Experience

  • 4 years Audit, financial, governmental, or systematic reporting experience, with a strong working knowledge of risks, controls and the control environment required

  • Financial reporting or public accounting experience preferred

Skills and Abilities

  • Requires strong analytical and organizational abilities.

  • A working knowledge of information technology concepts, practices, terminology, and standards, with ability to actively conduct and/or engage in hardware and software related discussions relative to assignments. Includes demonstrated ability to document technical matters and/or complex concepts in a manner that is meaningful to the intended recipients. Requires a broad knowledge of technology deployment management and control concepts.

  • Must demonstrate the understanding of the project management process and have participated in large scale project implementation.

  • Must have working knowledge of relative PC software. Requires a broad knowledge of information technology and control concepts and application knowledge of business systems.

  • Strong written and verbal communication skills including excellent networking abilities required.

  • Must be able to multi-task and work under deadlines.

  • Must possess tenacity to pursue difficult and sensitive issues to an acceptable conclusion.

  • Ability to earn and maintain respect from employees, peers, and managers required.

  • Must have strong presentation skills and demonstrate the ability to transform complex issues into simple concepts.

Licenses and Certifications

  • CPA, CISA or CIA preferred

ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS

  • Ensure that mandated reporting, required under the ACA, is complete, timely and reasonable.

  • As appropriate, prepare required reports, or format data collected for submission.

  • Monitor various sources of information related to required mandates, including but not limited to:

  • State and Federal communications, guidance, regulation and law.

  • Federal Court Decisions related to Healthcare.

  • BCBSA communications, guidance and mandates.

  • Evaluate the impact and relevance of required mandates.

  • Draft and distribute appropriate summaries to necessary BCBSLA staff members for determination of policy/procedures changes.

  • Participate in the teams assigned to determine impact on existing or developing company operations and policies.

  • Participate in team assigned to execute necessary changes to ensure controls are put in place and proper documentation is completed, as appropriate.

  • Work closely with Project Manager(s), project staff, and business owners on implementation of requirements.

  • Perform necessary internal training related to Healthcare Reform.

  • Perform gap analysis in various business units as necessary.

  • Recommend necessary controls or changes in existing control environment, when necessary.
