The Division of Administration/Louisiana Property Assistance Agency and Division of Administration/Louisiana Federal Property Assistance Agency both have a vacancy. The job title for these vacancies has an assigned pay grade of AS-621.

These vacancies will be filled by promotion of a current permanent status State of Louisiana employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus five years of professional experience in budgeting; policy planning; policy development; management analysis; surplus property, fleet, or warehouse management; printing operations, or forms management or design.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

Graduate training with eighteen semester hours in business administration will substitute for a maximum of one year of the required experience on the basis of thirty semester hours for one year of experience.

NOTE:

Any college hours or degree must be from an accredited college or university.

Differs from the General Services Director by absence of responsibility for overseeing all aspects of General Services Division.

EXAMPLES BELOW ARE A BRIEF SAMPLE OF COMMON DUTIES ASSOCIATED WITH THIS JOB TITLE. NOT ALL POSSIBLE TASKS ARE INCLUDED.

Serves as principal assistant to General Services Director in all matters relating to one of the following program areas: Louisiana Property Assistance and Louisiana Federal Property Assistance.

Recommends and assures compliance with the policies, regulations and procedures governing the assigned program area.

Ensure that operations are in compliance with generally accepted accounting principles (GAAP) and the State Legislative Auditor.

Ensures effective utilization of equipment and personnel to obtain maximum operational efficiency and provide the highest level of service at the lowest possible cost to state agencies.

Advise the General Services Director on all management and finance issues including preparation of the budget and the management of self-generated revenues.

Assist the General Services Director in establishing and maintaining contact with federal, state, and local officials as well as the general public in order to support the program mission.

Reports on program objectives and outcomes to the Governor, legislature, general public and various federal state and local entities as requested.

Initiate investigations of suspected violations of program regulations and/or requirements providing information, evidence and testimony to all appropriate entities as necessary.
