About this position:

This position Is located in the Materials and Testing Section whose mission is to administer the Department's Materials Quality Assurance Program, An integral part of the Materials Quality Assurance Program is the testing and evaluation of asphalt, concrete, soil, aggregate, steel, adhesives cement, paint, and other related products in order to utilize adequate and cost effective products in the statewide construction of roads and bridges.

This position is eligible for $2.00/hour premium pay for hours actually worked.

This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.

No Civil Service test score is required in order to be considered for this vacancy.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Possession of a high school diploma or GED.

SUBSTITUTIONS:

Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance will substitute for the high school diploma or GED.

This position Is located in the Materials and Testing Section whose mission is to administer the Department's Materials Quality Assurance Program, An integral part of the Materials Quality Assurance Program is the testing and evaluation of asphalt, concrete, soil, aggregate, steel, adhesives cement, paint, and other related products in order to utilize adequate and cost-effective products in the statewide construction of roads and bridges.

This position requires the employee be proficient in the test methods used to evaluate materials for the implementation of the Unit's Testing Program. This proficiency is achieved and maintained by performing the applicable test procedures on a regularly scheduled basis and being formally evaluated.

The employee must be capable of reviewing sample ID Information to determine the appropriate testing requirements. This accomplished by working closely with Engineers and Engineering Technicians.

While in official capacity, DOTO employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives,

DUTIES &RESPONSIBILITIES:

55% Performs initial source approval testing and project Quality Assurance (QA) testing on Asphalt, Concrete, Soils, Aggregates, Steel, Adhesives, Paint, Thermoplastic, and Cementitious Materials in accordance with the Louisiana Standard Specifications for Roads & Bridges, DOTD Testing Procedures (TRs), applicable AASHTO/ASTM Test Methods and Qualification Procedures. All acceptance, verification, and source approval testing is conducted under the guidance and direction of the Engineer and lead Engineering Technician.

10% Performs calculations, records, checks1 organizes1 and enter5 test data into the required software application. Performs maintenance on testing equipment (basic calibrations, verifications, adjustments, and repairs) when necessary.

10% Responsible for maintaining and keeping the sample log up to date, logging samples on a daily basis and performing acceptance and verification testing on all samples.

10% Test proficiency samples from the American Association of State Highway and Transportation Officials (AASHTO) Cement and Concrete Reference Laboratory [CCRL) and the Collaborative Testing Programs on a semi-annual basis. Must correctly demonstrate testing procedures to AASHTO resource and CCRL inspectors during the accreditation inspection. The AASHTO proficiency samples tested in conjunction with the 18 months accreditation inspection form a significant part of maintaining the DOTD Materials and Testing Section's status as an AASHTO Accredited laboratory.

10% Assists in maintaining the proper calibration of all testing equipment according to ASTM AASHTO, and Department standards. Performs proficiency testing through the Collaborative Testing Program as required to verify instrument performance. Performs testing within area of expertise on samples to fulfill contract requirements to the AASHTO Product Evaluation & Audit Solutions. Assists the supervisor and/or testing engineer as needed with AASHTO Product Evaluation & Audit Solutions duties. Requests or obtains additional materials, supplies and/or equipment as needed to ensure efficient operation.

5% May be required to perform other duties as necessary including, but not limited to, emergency/support activities and laboratory housekeeping,
