About this position:
This position is part of a Career Progression Group (CPG) that provides for a gradual progression from Engineer Intern Applicant thru Engineer 5 as the employee gains experience and proficiency. The overall function of this position for the design of highway construction projects, preparation of construction plans and other documents for highway projects, specifications and assisting in the letter bid process. Position is located in District 61/Unit 170, East Baton Rouge Parish of the Department of Transportation and Development. Engineer Intern Applicant - $24.04/hourly - Eligibility for a Louisiana Engineer Intern Certificate.

Engineer Intern 1 - Special Entrance Rate (SER) $26.44/hourly . Possession of a current Louisiana Engineer Intern Certificate.
Engineer Intern 2 - Special Entrance Rate (SER) $28.29/ hourly . Possession of a current Louisiana Engineer Intern Certificate plus one year of professional engineering experience.
Engineer 3 - Special Entrance Rate (SER) $33.39/hourly . Possession of a current Louisiana license to practice professional engineering.
Engineer 4 - Special Entrance Rate (SER) $36.90/hourly . Possession of a current Louisiana license to practice professional engineering plus One year of licensed engineering experience OR Five years of professional engineering experience.
Engineer 5 - Special Entrance Rate (SER) $39.48/hourly . Possession of a current Louisiana license to practice professional engineering plus Two years of licensed engineering experience OR Six years of professional engineering experience.

NOTE: This is a temporary position to be utilized while the incumbent is securing a Louisiana Engineer Intern certificate. Permanent status shall be denied to incumbents occupying this position.

Engineer 5 (Design Engineer)
Function Statement:
The overall function of this position for the design of highway construction projects, preparation of construction plans and other documents for highway projects, specifications and assisting in the letter bid process. This position also provides expert technical guidance to other engineers in regards to geometrics, traffic operational requirements and hydraulic design aspects. This position is located in District 61/Unit 170, East Baton Rouge Parish of the Department of Transportation and Development and reports directly to Joshua Stutes, Engineer 8. The incumbent must be self-motivated and be able to perform duties many times with or without minimal supervision and be able to interpret unforeseen conditions as they may arise. The incumbent will participate in appropriate DOTD structured training programs as appropriate and attend all continuing education classes and conferences deemed necessary to facilitate the performance of required tasks. This incumbent may serve as a functional supervisor and mentor to other staff or as a Team Leader in the supervisor’s absence and should serve as the overall office expert at the Engineer 5 level.
While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules and regulations, as well as DOTD policies, procedures, manuals and directives.
The incumbent is required to possess the following specialized knowledge, skills, abilities, as well as to maintain the following licensing and operate the following equipment:
Knowledge of current LADOTD Standard Specifications for Roads & Bridges. Familiar with construction means and methods used on LADOTD construction projects. Ability to understand and interpret construction project contract documents, EDSMs, and Materials Sampling Manual. Ability to apply Civil Engineering principles and to perform calculations as necessary. Knowledge of traffic control standards and ability to recognize deficiencies in traffic control on projects. Proficient in basic Microsoft Office applications is required.
Must have current Louisiana Professional Engineering License.
Position is subject to drug testing as per LA DOTD policies

Job Duties & Responsibilities:
60% Design/Plan and Specification Development:Prepares construction plans for pavement preservation, contract maintenance, safety and other related projects at the District level which includes the following: design of guard rail systems, analysis and design of drainage structures, determination of work zone signing, pavement markings and roadway geometrics, preparation of cost estimates, preparation of detours, typical sections, loop layouts and plan quantities to be included in a complete plan set. Constructs contract proposal by determining the appropriate specifications for the many varied items of work. Writing special specifications as needed for unique items of work. Determines the appropriate hours of work and traffic control needs of each project. Will work as a Project Manager and/or Task Manager in the Project and Program Management System (PPMS). Coordination with local governments, Area Engineers, Project Engineers and Headquarters personnel including the Chief Engineer and personnel from Road Design, Bridge Design, Hydraulics, Geotechnical, Utilities, Project Management, Environmental, and Traffic & Planning. Preparation of these plans will require knowledge of State and Federal design standards, guidelines and policies. Knowledge and training is also necessary in computer aided design, spreadsheet, word processing and other specialized computer software.
25% Letter Bids:Preparation and processing of proposals and contracts for letter bids in accordance with Department policies and procedures. This includes preparing plans and specifications, assembling bid proposals, distribution of proposals to potential bidders, reviewing bids for compliance with the Letter Bid Guidelines, processing request for approval of low bidder and preparation of the project contract.
10% Miscellaneous:
Performs miscellaneous functions such as:
Providing technical expertise and assistance to the District Permit Specialists and the US Army Corps of Engineers.
Preparing proposals for Major Repair and Reimbursable Projects.
Serves on various District and Statewide committees, task forces and/or teams as requested.
5% Will be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities. Staffs Vehicle Staging Areas, Medical Special Needs Shelters, and Evacuation Shelters during Emergency Events to coordinate the transportation of individuals to, from and between shelter units. Maintains an activity log to track departure/arrival times and passenger counts at assigned site.
