About this position:
The Traffic Engineering Division is responsible for providing traffic engineering study and operational expertise for the Department. This position is responsible for the performance of traffic engineering studies and the review of traffic engineering studies and reports. The incumbent must have a comprehensive knowledge of the Manual on Uniform Traffic Control Devices (MUTCD), Standard Plans, Standard Specifications, Engineering Directives and Standards Manual (EDSM), Highway Capacity Manual, DOTD Traffic Engineering Manual, DOTD Sign Manual, and DOTD Traffic Signal Design Manual. The position communicates regularly with consultants, plan development engineers, planners, project managers, and District Traffic Operations Engineers pertaining to traffic engineering policy and operations.
This position has a Special Entrance Rate (SER) -$3,316.00/biweekly.
The actual starting salary depends on the education and experience of the selected applicant.
Required License for Engineer 6: Professional Engineer License in the State of Louisiana.
If selected, applicants with engineering licenses in other states will be required to attain a Louisiana engineering license prior to the date of hire.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Possession of a current Louisiana license to practice professional engineering plus one of the following:
Two years of licensed engineering experience; or
Six years of professional engineering experience.
EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.
A doctorate degree in engineering will substitute for two years of professional engineering experience.
Advanced degrees will substitute for a maximum of two years of professional engineering experience.
There is no substitution for licensed engineering experience.
NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.
Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.
Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Job Concepts
FUNCTION OF WORK:
Supervises the planning, design, construction, inspection, and/or maintenance of building systems or programs through subordinate professional engineers.
LEVEL OF WORK:
Supervisor.
SUPERVISION RECEIVED:
Broad from an Engineer 7 or higher. Alternative reporting relationships may be approved by SCS.
SUPERVISION EXERCISED:
Direct over a staff of Engineers, Engineering Technicians, or others who assist in specific assignments.
LOCATION OF WORK:
May be used by all state agencies.
JOB DISTINCTIONS:
Differs from Engineer 5 by the presence of responsibility for direct supervision over professional engineers.
Differs from Engineer 7 by the absence of second-line supervision over professional engineers. Exceptions to this distinction may be approved by SCS based on program scope and/or complexity.

DUTIES AND RESPONSIBILITIES
35% Responsible for supervising, monitoring, and training employees involved in traffic engineering studies and plans related to creating and reviewing. This includes ensuring that any studies or reviews are completed by the assigned due date. Developing and maintain QA/QC documents, coordinating studies or reviews with other Traffic Engineering personnel, tracking studies and reviews, and assisting with providing comments and completed studies to the requestor.
25% Oversees data collection requests made to Traffic Engineering. This includes ensuring that any requests are completed by the assigned due date. Develops and maintains QA/QC documents, coordinating data collection with other Traffic Engineering personnel, Districts, Project Managers, tracking requests, and providing data to requestor.
20% Assists in writing and reviewing Traffic Engineering Scopes for projects. Acts as project manager for Traffic Engineering consultant contract and as task manager for scopes outside of the section. Creates task orders for traffic signal studies and designs, approve consulting cost estimates and invoices.
10% Reviews District, Stage O and Stage 1 traffic engineering analysis and recommendations to determine if they meet FHWA and DOTD policy and procedures. Provides advice, guidance, and assistance through the review of these studies prepared by others. Attends public meetings to assist the project team.
5% Performs and assists with the updating and writing of traffic engineering policy for the Department.
5% May be required to perform other duties as necessary including, but not limited to, emergency/disaster
support activities.
