About this position:

The position for the Engineer 6 DCL serves as the Program manager with administrative and technical responsibilities for one distinct Local Public Agency (LPA) Federal Aid program: the Transportation Alternatives Program (TAP). This position has the dual responsibilities of program management as well as project management for the program, TAP. This position is regarded as the expert on the TAP by DOTD and FHWA.

Supplemental Qualification Requirements:

Three years of professional level experience in managing scope, schedule, or budget on projects in any one or combination of the following transportation fields; environmental, planning or programming, design or construction.

This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Possession of a current Louisiana license to practice professional engineering and one of the following:

  1. Two years of licensed engineering experience.

  2. Six years of professional engineering experience.

    SUBSTITUTIONS:

    A master's degree in engineering will substitute for one year of the required experience.

    A Ph.D. in engineering will substitute for two years of the required experience.

    Advanced degrees will substitute for a maximum of two years of required experience.

    NOTE:

    Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.

    Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer’s license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

    NOTE:

    Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Serves as a leader and departmental authority in either a broad area of engineering or in a narrow but intensely specialized field of engineering.

Broad direction from an Engineer 7 or 8. Alternative reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:

May exercise functional/project supervision over lower-level engineers, other professionals or engineering technicians.

LOCATION OF WORK:

May be used by all state agencies.

JOB DISTINCTIONS:

Differs from Engineer 5 by the presence of designation as a Dual Career Ladder job.

Differs from Engineer 6 by the absence of responsibility for direct supervision over professional engineers.

Examples of Work

Examples of Work:

Duties and responsibilities include but are not limited to:

45% Project Management (TAP Program)

Reviews, evaluates, and approves the designs and plans prepared by Municipal Entities and/or consultant engineering firms for the program. Coordinates reviews with other sections within DOTD.

Directs consultants to correct any plan errors and/or omissions discovered during reviews. Tracks projects from inception to construction to determine that all parties within DOTD and other entities have performed their tasks in a timely manner. Develops and/or updates agreements for the individual projects for the program.

45% Transportation Alternatives Program (TAP): Program Management

Coordinates all work necessary to include new projects in the TAP and schedules projects. Oversees the biannual request for project applications from potential municipal entities, oversees eligibility review, and provides input to District Administrators concerning policies and guidelines for ranking projects.

Works closely with Department personnel (District Administrators and Transportation Committee) in selecting projects that are to be funded in the TAP. Ensures eligibility guidelines are met and that the methodology of distributing available monies are equitable for all nine DOTD districts.

Responsible for overall program budget and available monies for letting. Decides if federal funds for a project should be increased. Ensures that the program fits within the federal guidelines while the policies and procedures meet state standards and/or AASHTO guidelines. Responds to inquiries and provides assistance regarding TAP policies and procedures or technical matters, including those by state and federal agencies. Provides assistance to District personnel, Construction Section and private citizens concerning projects or proposed procedural changes for the program. Coordinates with representatives and/or represents the Department when outside and federal funding sources are included in the TAP projects.

Develops and updates the "Transportation Alternatives Program" manuals.

Develops and/or updates agreement templates for TAP (base documents reviewed and approved by Legal Section). Researches information for DOTD attorneys/attorneys representing DOTD in tort liability lawsuits. Represents DOTD as fact witness or expert witness in court or in depositions.

Makes presentations and/or organizes workshops for the public concerning TAP procedures, funding applications and project processing if selected.

Oversees the TAP website (part of the DOTD website) and ensures website is current. Updates information provided to the National Transportation Enhancement Clearinghouse website (independent part of the FHWA website) upon request.

5% TAP Program Process Improvement

Develops policies and procedures for the TAP. Researches Federal documentation in order to ensure that the Program uses the latest Federal policies and procedures. Researches best practices of Programs to ensure they are used in Louisiana. Coordinates with other sections within DOTD to institute changes to the program. Represents DOTD when attending national seminars for the TAP.

5% May perform other duties as assigned including, but not limited to, Emergency/Disaster support duties.
